A PROPOSED 20-story hotel and apartment building in Kew Gardens, Queens, has come to be known among some of its opponents as the Pasta Lovers Hotel, though it is yet to be built or even named. Many of those critics live in an eight-story co-op building that would lie in the hotel’s shadow.
