Certificates of Appropriateness (COFAs) are issued by the landmarks commission when it approves such things as building construction, demolition and visible additions to historic property. The certificates require a public hearing and the entire process can take several months.

Docket 09-8186
Historic district N/A
Landmark name ST. ANN'S EPISCOPAL CHURCH AND GRAVEYARD
Expiration date March 24, 2016
Text
Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of March 24, 2009, following the Public Hearing of March 17, 2009 at which
time it was read into the record only, the Landmarks Preservation Commission voted to approve a proposal to
construct a new shed building at the subject premises, as put forward in your application completed on February
19, 2009, and as you were notified in Status Update Letter SUL 09-8340 issued on March 25, 2009. The
approval will expire on March 24, 2016.

The proposed work, as approved, consists of the construction of a shed building with fieldstone walls and an
asphalt roof located adjacent to and towards the back of the church building, as shown in 6 unlabeled and undated
presentation boards, prepared by John Springer R.A., submitted as components of the application, and presented
at the Public Hearing and Public Meeting.

In reviewing this proposal, the Commission notes that the designation report states that St. Ann's Church is a
Gothic Revival style church built in 1841, with a Gothic style parish hall built in 1916. The Commission also
noted that the location of the proposed shed is dictated in part to the gradual upward slope of the site in that area.

With regard to this proposal, the Commission found that the small size and discreet placement of the building will
cause it to be subordinate to the church building; that the design and materials of the building consisting of
fieldstone with a slate roof and wood trim will harmonize with the church and the landscape; and that the
building, when viewed from the street, will appear at an oblique angle towards the rear of the church, and will
not diminish the special character of the church or the site. Based on these findings, the Commission determined
the work to be appropriate to the landmark and the landmark site, and voted to approve this application.

In voting to grant this approval, the Commission stipulated that a reduced set of presentation materials, and two
copies of the final signed and sealed Department of Buildings filing drawings be submitted to the Landmarks
Preservation Commission for review and approval.

Subsequently, on April 7, 2009, the Landmarks Preservation Commission received 6 unlabeled drawings, dated
April 6, 2009, prepared by John Bradley Springer R.A. Accordingly, staff reviewed the drawings and found that
the proposal approved by the Commission has been maintained. Based on the above findings, the drawings have
been marked approved with a perforated seal, and Certificate of Appropriateness 09-8692 is being issued.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
displayed at the site while work is in progress. Please direct inquiries to Tenzing Chadotsang.
