Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of December 9, 2008, following the Public Hearing of the same date, voted to grant a Certificate of Appropriateness for the proposed work at the subject premises, as put forth in your application completed on November 14, 2008. This permit will expire on December 9, 2014. The work, as approved, consists of constructing a one-story addition at a portion of the south facade at the 19th floor, featuring light colored brick cladding to match the main façade and punched window; and enlarging an existing rooftop greenhouse on the 20th floor and associated mechanical equipment and related interior alterations; as shown in on-site constructed mockups, photo boards, material samples and drawings on 15 presentation boards labeled A000, A100, A101, A200 through A205, A300, A301, A302, A400, A401, A402, dated December 9, 2008, prepared by Dean/ Wolf Architects, submitted as components of the application and presented at the Public Hearing and Public Meetings. In reviewing the proposal, the Commission noted that the Upper West Side/Central Park West Historic District designation report describes 55 Central Park West as a Art Deco-style apartment building designed by Schwartz & Gross and built in 1930; and that the building's style, scale and materials are among the features that contribute to the special architectural and historic character of the Upper West Side/Central Park West Historic District. With regard to this application, the Commission found that the construction of the rooftop additions will not cause damage to any significant architectural features of the building; that the proposed rooftop addition on the terrace will have a transparent quality will be in keeping with typical greenhouse additions on large apartment buildings and will not draw undue attention to itself; that the proposed addition on the terrace will be set back from the front facade, and located in front of an existing rooftop bulkhead, will be only moderately visible in conjunction with the primary facade from within Central Park at a great distance and therefore will have no impact on the significant architectural features of the building; that the proposed rooftop addition on the south facade will be only minimally visible for half of the block between 63rd and 64th Streets, above the return of the side facade, when viewed at an oblique angle from Central Park West, and therefore will not detract from the significant architectural features of the building; that the proposed addition on the south facade will continue the pattern of two-story setbacks at the south facade of the building; that the materials and fenestration of the addition, consisting of beige brick and casement windows will closely match the historic brick and windows found elsewhere on the building, and will help the addition to be an unobtrusive element on the roofscape; and that the cumulative effect of the proposed work will not diminish the special architectural and historic character of the building or the historic district. Based on these findings, the Commission determined the proposed work to be appropriate to the building and the Upper West Side/Central Park West Historic District, and voted to approve it. However, in voting to grant this approval, the Commission made its determination subject that two sets of final signed and sealed drawings showing the approved proposal, which shall be filed with the Department of Buildings, be submitted to the Landmarks Preservation Commission for review and approval. Subsequently, on March 30, 2009, the Commission received two sets of final drawings labeled A001, A002,A010, A011, A100, A101, A200, A201, A300, A301, A600, A700, M001, M002, M100, M101, P100, P101, P200, Z100, Z101, Z200dated November1, 2002; last revised December 14, 2006, signed and sealed by Charles A. Wolf, R.A. and S1, S2, S3, dated August 5, 2008, signed and sealed by Rizwan Abdus Salam, P.E. The Landmark Preservation Commission staff reviewed the drawings and found that the proposal approved by the Commission has been maintained. Therefore, these drawings are being marked approved by the Commission with a perforated seal, and this Certificate of Appropriateness is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
