Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of September 23, 2008 following the Public Hearing of the same date, voted to approve some of the proposed work at the subject premises, as put forward in your application completed on August 14, 2008. This approval will expire on September 23, 2014. The proposed work, as approved, consists of alterations at the non-visible roof, rear facade and in the rear yard, including the demolition of an existing three story rear yard addition; demolition of third floor and penthouse rear walls, and the construction of a four-story rear-yard addition, featuring brick cladding, steel multi-paned windows and doors at the basement and parlor floors, a steel arbor and a cast iron balcony at the parlor level; multi-paned, double-hung punched window openings at the second and third floors; and modifying the existing one-story penthouse, featuring large panes of glass, an oval skylight and nine (9) HVAC units and steel dunnage at the roof of the penthouse; as shown in existing conditions photographs; and drawings labeled L-1 through L-9, L-12 through L-17, prepared by Steven Harris Architects, LLP, submitted as components of the application, and presented at the Public Hearing and Public Meeting. In reviewing this proposal, the Commission noted that the Greenwich Village Historic District designation report describes 6 East 10th Street as a Greek Revival style house built in 1848 and altered in the early twentieth century; and that in terms of its style, scale, materials, and details, the building contributes to the special architectural and historic character of the Greenwich Village Historic District. With regard to this proposal, the Commission found that the demolition of the existing rear yard addition will not remove any significant architectural features; that the proposed addition will not be visible from the any public thoroughfare; that the proposed rear yard addition will not rise to the full height of the building and will therefore retain the scale and character of this rowhouse; that the top floor of the rear wall will remain intact thereby preserving historic fabric and the building's relationship to the row; that the addition will project less into the rear yard than the other rear yard additions in the block and therefore will enhance the rear yard and the central greenspace; and that the proposed work will not detract from the special architectural and historic character of the Greenwich Village Historic District. Based on these findings, the Commission determined the proposed work to be appropriate to the building and to the historic district, and voted to approve it. However, in voting to grant this approval, the Commission stipulated that two final signed and sealed copies of the Department of Buildings filing drawings for the approved work be submitted to the staff of the Commission for review and approval. Subsequently, on January 13, 2009, the Landmarks Preservation Commission received final drawings labeled A0.0, A0.1, A0.3 through A0.9, A1.0 through A1.3, A2.0 and A3.0, dated revised December 16, 2008, all prepared by Steven Harris, R.A., undated drawings labeled GN-1, D-I-D.V, prepared by Mikhail B. Gurvitch, P.E., engineer's statement, dated March 12, 2009, prepared by Ross Albert Dalland, P.E. Accordingly, staff reviewed the drawings and noted that the rooftop addition has been set back approximately two feet and enlarged in height by approximately four feet, and found that the proposal approved by the Commission has been maintained. Based on this and the above findings, the drawings are marked approved with a perforated seal, and Certificate of Appropriateness 09-5855 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
