Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of March 24, 2009, following the Public Hearing and Public Meeting of
March 3, 2009, voted to grant a Certificate of Appropriateness for the proposed work, in part, at the subject
premises, as put forward in your application completed February 5, 2009.

The proposed work, as approved, consists of repainting the cast iron elements at the Broadway and Crosby Street
facades a light gray color; repainting the brickwork at the Crosby Street facade and at the secondary facades at
the northern lot line and northern light and air well a brown color; repainting the stone lintels, sills and band
courses at the Crosby Street and secondary facades a light gray color; repainting the ground floor infill at the
Broadway and Crosby Street facades and the upper floor windows at the Broadway, Crosby Street and secondary
facades black; and replacing aluminum siding at the elevator tower with brickwork, painted a brown color, and
metal framing, painted black. The work, as originally presented, included painting all of the cast iron, brickwork
and stone elements a uniform dark gray color. Additionally, the proposal, as initial presented and as shown on
the revised presentation boards, included replacing an existing painted wall sign with a new painted wall sign and
border. As requested by the applicant, the wall sign was omitted from the proposed work to be reviewed by the
Commission.

The approved work was shown on eight presentation boards, labeled L1 through L8 by the Commission staff;
dated (presented) March 24, 2009; and consisting of drawings and photomontages, as well as documented with a
model and three finish samples, marked Expt-1 (light gray), Expt-2 (brown) and Expt-3 (black). The drawings
of the previously proposed work and existing conditions, and photographs of the existing conditions of 600
Broadway and other buildings throughout the district were shown on eighteen presentation boards, labeled L9
through L26 by the Commission staff; dated (presented) March 3, 2009 and March 24, 2009; and consisting of
drawings, photographs and photomontages, all prepared by Meyers & Associates, and presented at the Public
Hearing and Public Meetings. The wall sign at the northern lot line facade shown on the presentation boards was
not approved as part of this permit.

In reviewing this proposal, the Commission noted that the SoHo-Cast Iron Historic District Designation Report
describes 600-602 Broadway (aka 134-136 Crosby Street) as a store building designed by Samuel A. Warner and
built in 1883-1884; and that the building's style, scale, materials and details are among the features that contribute
to the special architectural and historic character of the historic district. The Commission also noted that Warning
Letters 04-0865 and 04-0866 were issued June 2, 2004 for the "alterations to Crosby Street loading platform and
installation of security roll-down gate with exterior housing without permit(s)" and the "installation of louver at
1st floor of Crosby Street facade without permit(s)" and advanced to Notices of Violation on November 5, 2004;
and that an escrow agreement was established on January 31, 2007.

With regard to this proposal, the Commission found that the proposed light gray color for the cast iron elements
will be in keeping with the light stone colored finishes historically found at cast iron elements at buildings of this
type, style and age; that all of the masonry, except sections of plain brickwork at the northern sidewall, is already
coated with paint or a sealant, therefore, painting all of the masonry will not conceal any significant features; that
although the proposed brown finish of the brickwork will not match the color of the underlying masonry, the
proposed finish will be consistent with the character of the facades of this building and in keeping with the
finishes of brickwork of lot line and rear facades throughout the district; that the proposed gray finish for the
stone trim at the Crosby Street façade will approximate the color of the underlying stone; that the proposed
finishes at the Crosby Street façade will be well related to the beige, yellow and gray finishes of masonry
throughout the streetscape, thereby supporting the unity of the streetscape; that the differentiation of finishes at
the brickwork and stone façade elements will help maintain the prominence of the patterns, details and overall
design of the Crosby Street façade; that the aluminum siding to be removed from the elevator tower is not original
to building or a significant later alteration, therefore the removal of the siding will not eliminate a significant,
historic feature of the building; that the materials, finish, details and design of the proposed cladding will be in
keeping with the industrial character of the district; that the framing of the cladding, referencing the building's
floor levels, and the brickwork veneer, matching the materials of the surrounding facades, will help to integrate
the cladding into the overall composition of the secondary facades, without drawing undue attention to itself; and
that the proposed work will not diminish the special architectural and historic character of the building or historic
district. Based on these findings, the Commission determined the work to be appropriate to the building and the
historic district and voted to approve the application.

The Commission authorized the issuance of a Certificate of Appropriateness upon receipt, review and approval of
two sets of signed and sealed Department of Building filing drawings showing the approved design.

On March 23, 2009, March 25, 2009, March 27, 2009 and March 30, 2009, the Commission received written
specifications, dated March 25, 2009 and March 30, 2009; a color rendering, labeled "600 Broadway" and dated
March 27, 2007; two color renderings, dated received March 23, 2009; two photomontages, dated received
March 27, 2009; one page of photomontages, dated March 13, 2009; and six drawings, including "Proposed
Houston Elevation," dated March 27, 2009, "Existing Houston Elevation," dated January 26, 2009, "Proposed
Broadway Elevation Proposed Crosby Elevation," dated March 13, 2009, "Existing Broadway Elevation Existing
Crosby Elevation," dated January 26, 2009, "Proposed Houston Elevator Shaft Plans and Elevations," dated
January 26, 2009, and "Proposed Houston Elevator Shaft Details," dated March 13, 2009 and prepared by
Christopher P. Meyers, RA. Additionally, sample bricks for the cladding of the elevator shaft were presented on
site on February 19, 2009.

Accordingly, staff reviewed these materials and noted that they include additional work, consisting of patching
deteriorated portions of the existing coatings at the facades of the air and light well at the northern side of the
building, utilizing type N mortar; cleaning the Crosby Street, northern lot line, and air and light well facades with
low pressure water rinses; and selectively repointing masonry. With regard to this work, staff found that the
patching will help maintain a uniform appearance of the existing coatings and protect the facade from further
deterioration; that the cleaning will utilize the gentlest, effective methods available; and that the pointing will be
compatible with the historic masonry in terms of composition and will match the original mortar in terms of

color, texture, and tooling. Additionally, staff found that the design approved by the Commission has been
maintained. Based on these and the above findings, the drawings have been marked approved with a perforated
seal, and Certificate of Appropriateness 09-8410 is being issued.

Please note that specifications on the drawings indicate that the cast iron steps at the Crosby Street façade are to
be painted light gray; however, subsequent written specifications, dated March 25, 2009, have revised the paint
color to black.

Please also note that this permit is contingent on the painting, cleaning, patching and pointing work being
performed when the temperature remains a constant 45 degrees Fahrenheit or above for a 72 hour period from the
commencement of the work; and upon the Commission's review and approval of patching and pointing samples
prior to the commencement of work. Once field samples are ready, promptly contact the Commission staff to
schedule a site visit.

Please be advised that Notices of Violation 04-0865 and 05-0866 remain in force against the property. This
permit has been issued in reliance upon the owner's demonstrated intention to perform work to correct the
violation as evidenced by the escrow agreement dated October 22, 2007, between 600 Broadway Partners, as
owner and Stephen Rizzo, Esq.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
