Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of March 3, 2009, following the Public Hearing of March 3, 2009, voted to grant a Certificate of Appropriateness for the proposed work at the subject premises, as put forth in your application completed on February 5, 2009, as you were informed in a Status Updated Letter dated March 9, 2009. The work, as approved, consists of the installation of a pair of hanging signs for the retail tenant "Vince" at the corner storefront, with one sign to be hung from the sidewalk canopy in front of the display windows facing Washington Street and the second to be hung from the sidewalk canopy on the Little West 12th Street facade, with each of the signs to be fabricated of metal, with a black background and bronze letters, and also the legalization of light fixtures and conduit attached tight to the webbing and underside of the existing sidewalk canopies, with the lights directed towards the signs, all as shown in photographs, a catalog cut sheet, and drawings SG-000, dated December 15, 2008, and SG-001 through SG-006, all dated December 2, 2008, all prepared by Marmol Radziner and Associates, and presented at the Public Hearing and the Public Meeting. In reviewing this proposal, the Commission noted that the Gansevoort Market Historic District Designation Report describes this building as a Utilitarian style market building originally built in 1880 and altered in 1940; and that the style, scale, materials, and details of the building are among the features that contribute to the special architectural and historic character of the Gansevoort Market Historic District. The Commission also noted that the following warning letters were issued on February 19, 2009: WL-09-0913 was issued for the "Installation of signage ("Vince") without Landmarks Preservation Commission permits", and WL-09-0914 was issued for "installation of light fixtures without Landmarks Preservation Commission permits"; and that the signs cited in the warning letter were temporary signage installed to coincide with the opening of the store. With regard to this proposal, the Commission found that the proposed hanging signs mounted under the canopy, perpendicular to the façade are in keeping with the types of signage historically found on buildings of this age, scale, and style in this historic district; that the installation of two hanging signs at a corner retail space with display windows on both facades will not overwhelm this building; that the size and details of the proposed signage is well scaled to the building and the loading dock canopy; that the dark painted background and bronze finish of the letters is subdued and will not draw undue attention to the signs; that the design and installation details of light fixtures are in keeping with the character of the building and the canopy; and that for these reasons the installation of the existing conduit and signage, and the proposed signage is in keeping with the special architectural and historic character of the building, the streetscape and the Gansevoort Market .Historic District. Based on these findings, the Commission determined the proposed work to be appropriate to the building, and voted to approve it. However, in voting to grant this approval, the Commission made its determination subject to the following condition; that samples of the signage materials be submitted to the Commission for review. On March 11, 2009, the staff of the Commission received the requested materials samples showing the polished bronze material for the letters and the black-finished aluminum to be used for the background of each sign, submitted by Americon. Staff has reviewed these materials and finds that the materials are in keeping with the building and the historic district. Based on this and the above findings, drawings SG-000, dated December 15, 2008, and SG-001 through SG-006, all dated December 2, 2008, have been marked approved with a perforated seal, and Certificate of Appropriateness 09-8393 is being issued. WL-09-0914 is hereby rescinded. WL-09-0913 will be rescinded when the approved work has been completed and inspected for compliance. Upon completion of the removal of the temporary signs and the installation of the approved signs, please submit photographs and a written request for a Notice of Compliance to the staff of the Commission. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently displayed at the site while work is in progress. Please direct inquiries to John Graham. Robert B.
