Docket 09-6753
Historic district N/A
Landmark name FORMER BANK OF NEW YORK
Expiration date January 6, 2015
Text Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of January 6, 2009, following the Public Hearing of the same date, voted to
deny in part and approve in part a proposal to install signage at the subject premises, as put forward in your
application completed December 11, 2008, and as your were notified in Status Update Letter 09-6548 (LPC
09-2736), issued on January 13, 2009. This approval will expire January 6, 2015.

The work denied consists of the installation of two (2) banners at the second story. The work approved consists
of the installation of two (2) grey-tinted glass plaques within existing recessed stone panels flanking the main
entrance, each with four (4) bronze mounting pucks and bronze lettering to read "Mu$eum of American Finance;"
and the installation of two (2) vertical aluminum sign panels in the main entrance door jambs, with a lime green
background and white lettering to read "The Money. The Power. The History;" as shown in historic and current
condition photographs, and drawings labeled A1.01, A1.02, A1.03, and A1.04, dated June 1, 2008, prepared by
James Cockinos, R.A., and submitted as components of the application, and presented at the Public Hearing and
Public Meeting.

In reviewing this proposal, the Commission noted that the designation report for this Individual Landmark
describes 48 Wall Street, the former Bank of New York and Trust Company Building, as a thirty-two story
neo-Georgian style skyscraper built in 1927-29 to the design of Benjamin Wistar Morris.

With regard to the proposed banners, the Commission found that the banners will obscure details of the limestone
coursing and will add clutter to the facade; that the banners are not in keeping with the style, or scale of signage
historically found on this building, or buildings of this age and style; and that the cumulative effect of signage
proposed, including banners, glass plaques, and signs at the main entrance doors, along with the three (3) existing
flagpoles, will be excessive and will overwhelm the front entrance facade.
With regard to the proposed glass plaques and vertical aluminum sign panels within the main entrance door
jambs, the Commission found that the two (2) proposed plaques, mounted symmetrically at the front entrance, are
in keeping with the scale and material of the entrance and will not draw undue attention to themselves; that the
smoked glass plaques with bronze lettering will allow the historic signage of the original tenant to continue to be
seen; and that the proposed signage is harmonious with the building entrance and facade, and help maintain the
history of this individual landmark; that the proposed signage at the front doors will not damage demolish, or
conceal significant historic or architectural features of the building; that the cumulative effect of the proposed
smoked glass plaques and the proposed lime green and white signage at the main entrance doors will not be
excessive; that the brightly colored signage is limited to the recesses of the main entrance doors and will draw
attention only to the main entrance of the museum; and that the proposed signage in the recesses of the main
entrance is reversible and will be concealed when the museum is closed and the outer doors are shut. Based on
these and the above findings, the Commission voted to deny in part and approve in part the proposal.

The Commission authorized the issuance of Certifcate of Appropriateness 09-7271 (LPC 09-6753) upon receipt,
review, and approval of two (2) copies of the final signed and sealed Department of Buildings filing drawings.

Subsequently, on July 28, 2008, the Commission received drawings, A1.01 and A1.05, dated June 1, 2008,
prepared by James Cockinos, R.A, and submitted as components of the application. Staff reviewed the drawings
submitted and found that the work denied has been omitted from the proposal, and that the work approved by the
Commission has been maintained. Based on these and the above findings, the drawings have been marked
approved with a perforated seal, and Certificate of Appropriateness 09-7271 (LPC 09-6753) is being issued.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
displayed at the site while work is in progress. Please direct inquiries to Emily Goldman.
