Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of January 6, 2009 following the Public Hearing of the same date, voted to
approve a proposal to legalize work performed at the subject premises, as put forward in your application
completed on December 11, 2008.

The proposal, as approved, consists of legalizing the removal of shutters without Landmarks Preservation
Commission permits; as shown in the designation photograph; photographs taken in 1976; and existing condition
photographs submitted as components of the application, and presented at the Public Meeting and Public Hearing.

In reviewing this proposal, the Commission notes that the designation report describes 27A Harrison Street
(formerly 315 Washington Street) as a Federal style townhouse built in 1819 by John McComb. Staff notes that
nine Federal style townhouses, including 27A Harrison Street, were located in an urban renewal area during the
1960s and 1970s. The nine townhouses were designated individual landmarks in 1969 and three of the
townhouses, including 27A Harrison Street, were moved from Washington Street to Harrison Street in 1971.
During the move the entire front facade of 27A Harrison Street collapsed. In 1976, 27A Harrison Street, along
with the other townhouses, were sold to private owners. The terms of the sales of the townhouses required that
the buildings be restored and changes approved by the Commission. Although photographs of 27A Harrison
Street prior to1976 show the house with no shutters, various regulatory documents associated with the sale of the
rowhouses refer to specifications for the maintenance of shutters (e.g. what color the shutters can be painted) and
their hardware, and photographs from 1976 show shutters on 27A Harrison Street. The Commission further noted
that Notice of Violation 88-0680 was issued May 23, 1988 for "the ongoing surfacing of roof without permit(s),"
Warning Letter 08-1192 was issued on April 28, 2008 for "removal of shutters without permits," Warning Letter
08-1193 was issued April 28, 2008 for "installation of bracket on front façade without permit(s), Warning Letter
08-1232 was issued May 2, 2008 for "installation of light fixtures at front and rear entries without permit(s)."
With regard to this proposal, the Commission found that the shutters were a modern recreation and therefore their
removal from the building did not remove significant historic materials from this Individual Landmark; and that
very few buildings of this age and style retain their historic shutters, and that the ad hoc inconsistency of the
presence of shutters gives the row a more authentic character. Based on these findings, the Commissioners
determined the proposed work to be appropriate to this building and voted to approve it. Therefore Certificate of
Appropriateness 09-6358 is being issued.

Please note Warning Letter 08-1192 is hereby rescinded; and that Notice of Violation 88-0680, Warning Letter
08-1193 and Warning Letter 08-1232 remain in effect. Failure to address these violations will result in the
issuance of a Notice of Violation or second Notice of Violation originating from the Environmental Control
Board in accordance with Title 63 of the Rules of the City of New York, Section 7-02(c). These NOV's would
require a court appearance and a civil penalty may be imposed and cannot be cured.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
