Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of June 17, 2008, following the Public Hearing of the same date, voted to
approve certain alterations at the subject premises, as put forward in your application completed on May 22,
2008. The approval will expire on June 17, 2014.

The proposed work, as approved, consists of the installation of storefront infill, the extension of an existing
bulkhead, and the construction of a new bulkhead; as shown in unlabeled presentation boards, dated 6/17/08,
prepared by Winka Dubbledam, submitted as components of the application, and presented at the June 17, 2008
Public Hearing and Public Meeting.

In reviewing this proposal, the Commission noted that the Tribeca West Historic District designation report
describes 11 Hubert Street as a garage designed by Dietrick Wortmann and built in 1946, altered in 1989-1990
with a two-story addition, new masonry openings and a new stucco finish.


With regard to the proposal, the Commission found that the height and massing of the new and extended
bulkheads will not overwhelm this highly altered building or the streetscape; that the new and extended bulkheads
will be finished to match the surrounding masonry; that the recessed masonry openings beneath exposed steel
lintels on the Collister Street façade are not historic and their removal will not eliminate any original or historic
fabric; that the new windows on the Collister Street and Hubert Street façades will introduce a transparency that
is evocative of historic storefront openings; that the new windows on the Hubert Street façade within the
narrowed garage door opening will retain the height of the existing garage door opening and will be installed at
the same plane of the remaining garage door thereby recalling the historic use of the opening as a garage
entrance; and that the details and configuration of the storefront openings are evocative of historic paneled garage
doors. Based on these findings, the Commission determined the proposed work to be appropriate to the building
and the historic district, and voted to approve it.

However, the Commission made its determination subject to the stipulation that final signed and sealed
Department of Buildings filing drawings for the approved work be submitted for review and approval.

Subsequently, on June 25, 2008, the Landmarks Preservation Commission received final drawings A0.00, D1.01,
D1.02, D1.03, D1.04, D2.01, D2.02, D3.02, A1.00, A1.01, A1.02, A1.03, A1.04, A2.01, A2.02, A3.02, A4.02,
A4.02, P1.01, and P1.02, dated 6/19/08, prepared by Randall P. Collins, R.A.. Staff reviewed these drawings and
found that the approved work has been maintained. In addition, staff noted the inclusion of the following
additional work: interior alterations at the cellar, first, second, and third floors; removal of two windows at the
non-visible western façade of the two-story addition and their replacement with pairs of French Doors; and the
installation of a new pair of sliding glass doors within a new masonry opening at the non-visible western façade
of the two-story addition.


With regard to the additional work, the Commission finds, in accordance with the Rules of the City of New York,
Title 63, Section 3-04(d)(2), that the new French Doors will not be visible from a public thoroughfare, will be
installed within existing window openings that are to be enlarged in height and that such enlargement will not
alter or destroy protected features, and will not replace "special" windows as defined in the definitions (section
3-01) and illustrated in Appendix A. The Commission further finds, in accordance with the R.C.N.Y., Title 63,
Section 2-15(b), that the new sliding door opening will not alter or destroy other protected features, nor will the
proposed opening or doors detract from such protected features by their proximity to such features. Based on
these and the above findings, the drawings are marked approved with a perforated seal, and Certificate of
Appropriateness 09-1531 is being issued.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
