Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of March 11, 2008, following the Public Hearing of the same date, voted to approve a proposal to replace storefront infill and install a pipe chase at the subject premises, as put forward in your application completed on March 5, 2008 as you were notified in the Status Update Letter issued on March 12, 2008 (SUL 08-8000, LPC 08-5104). This approval will expire on March 11, 2014. The proposed work, as approved, consists of the removal of non-historic storefront infill, the construction of new storefront infill, the installation of new retractable awnings at the Bleecker and Perry Street facades, and the installation of a new pipe chase at the Perry Street facade; as shown in unlabeled and undated presentation boards, drawing A500, undated, and drawings A501, A502, A502, A503, A100-R, and A101-1&C, all dated 3/3/08, prepared by TSC Design, submitted as components of the application, and presented at the March 11, 2008 Public Hearing. In reviewing this proposal, the Commission noted that the Greenwich Village Historic District designation report describes 383 Bleecker Street as a vernacular apartment house designed by R. G. Hatfield and built in 1866-68; and that the building's style, scale, materials, and details contribute the special architectural and historic character of the Greenwich Village Historic District. With regard to the proposal, the Commission found that the current storefront is not historic and that its replacement will not eliminate any original historic fabric; that the removal of the exterior security roll-down gates and housing will eliminate elements that clutter the base of the building; that the design and proportions of the proposed storefront, including display windows, a bulkhead, recessed entrance, transom and sign band, will be in keeping with the organization of historic storefronts at buildings of this type, style and age; that the wood framing with molded profiles and the proposed white painted finish of the infill will be in keeping with the materials, details and finish of historic storefronts found on buildings of this age and style; that the proposed scale and placement of signage within the band above the storefront will be well related to the storefront design and will be harmonious with the overall proportions and organization of the building; that the proposed awnings are in keeping with the types of awning historically found on storefronts in this streetscape; and that pipe on the Perry Street facade will be tucked along an existing chimney and will not call undue attention to itself. Based on these findings, the Commission determined the proposed work to be appropriate, and voted to approve it. The Commission authorized the issuance of a Certificate of Appropriateness upon receipt, review, and approval of final signed and sealed Department of Buildings filing drawings for the approved work. Subsequently, on June 25, 2008 and July 23, 2008, the Landmarks Preservation Commission received final drawings A101-1&C and A101-R, dated 3/3/08, drawings A500, A501, and A504, dated 6/22/08, drawings A502 and A503, dated 7/22/08, and a printout of the sample board, all prepared by Steven Jay Bitterman, R.A. Accordingly, staff reviewed the drawings and found that the proposal has been modified to include the removal of two pilasters from the storefront corner and one pilaster from the Bleecker Street façade, the replacement of these elements with thin wood storefront mullions, and the removal of two new Corinthian capitals to be added to existing pilasters. With regard to these changes, the Commission finds that the removal of the pilasters, their replacement with wood mullions, and the removal of the capitals will be in keeping with the design, materials, and organization of historic storefronts at buildings of this type, style and age; and that the proposal approved by the Commission has been maintained. Based on this and the above findings, the drawings are marked approved with a perforated seal, and Certificate of Appropriateness 09-1336 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
