Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of May 13, 2008, following the Public Hearing and Public Meeting of April
8, 2008, voted to approve certain alterations at the subject premises, as put forward in your application completed
on March 13, 2008. The approval will expire on May 13, 2014.

The proposed work, as approved, consists of the construction of a two story glass and sculpted wood rear yard
addition at the basement and first floor, the construction of a new glass and wood rear façade at the second floor,
and the raising and reconstruction of the brick rear façade and corbelled brick cornice at the third floor; as shown
in unlabeled presentation boards, dated 5/13/08, prepared by Winka Dubbledam, submitted as components of the
application, and presented at the May 13, 2008 Public Meeting. The proposal, as originally presented, included
constructing a glass and sculpted wood rear façade at the second and third floors.

In reviewing this proposal, the Commission noted that the designation report describes 451 West 24th Street as a
transitional Greek Revival/Italianate rowhouse built in 1849-50.

With regard to this proposal, the Commission found that the removal of the rear façade at the basement, first and
second floors will not result in the destruction of any significant architectural features; that the proposed modern
rear façade and rear yard addition will not be visible from any public thoroughfare; that the proposed rear yard
addition will not extend to the rear lot line or substantially eliminate the presence of a rear yard and will retain the
scale and character of an individual rowhouse; that the historic brick corbelled cornice will be reinstalled after
slightly raising the roofline to match the neighboring building; and that the floor of the rear facade and extension
of the window openings at the top floor will retain the scale, configuration, and character of the historic facade.
Based on these findings, the Commission determined the proposed work to be appropriate to the Landmark, and
voted to approve this application.
However, the Commission made its determination subject to the stipulation that two signed and sealed copies of
the Department of Buildings drawings for the approved work be submitted for review and approval.

Subsequently, on June 5, 2008 and July 3, 2008, the Landmarks Preservation Commission received final
drawings A0.0, D1.0, D1.1, D1.2, A1.0, A1.1, A1.2, A2.0, A3.0, A4.1, A4.2, A4.3, A4.4, A4.12, A4.13, A5.1,
A5.2, A6.1, A6.2, A6.3, A6.4, A6.5, A6.6, A6.7, A6.10, A6.11, A7.0, A7.1, A8.1, A8.2, A8.3, and A8.4, dated
6/3/08, drawings A4.10 and A4.11, dated 6/30/08, all prepared by Randall P. Collins, R.A.; drawings H-101,
H-102, H-103, and H-201, dated 2/22/08, drawings H-202, H-203, H-204, P-103, P-201, P-202, and P-205, dated
2/19/08, and drawings H-205, P-101, and P-102, dated 2/21/08, all prepared by Stanislav Slutsky, P.E.; drawings
S1.0, S1.1, S1.2, S2.0, S2.1, and S2.2, dated 1/3/08, prepared by Chris Anastos, P.E.

Accordingly, staff reviewed the drawings and found that the proposal approved by the Commission has been
maintained. Based on this and the above findings, the drawings are marked approved with a perforated seal, and
Certificate of Appropriateness 09-1666 is being issued.

Please note that this permit is being issued in conjunction with Certificate of No Effect 09-1739 (LPC 09-1798).

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
