Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of May 6, 2008, following the Public Hearing of the same date, voted to approve, with modifications, a proposal to install new entrance infill and signage, as put forward in your application completed April 10, 2008. The approval will expire May 6, 2014. The work, as approved, consists of the removal of the existing non-historic infill and the Commission-approved marquee, and installation of new bronze-framed entrance infill in the same location as the existing, featuring two revolving doors flanked by single entrance doors, with cast glass signage at the transom and new granite facing at the pier returns. As initially proposed, the design called for pulling the infill forward 6'-5", and larger signage. The proposal was illustrated with presentation boards that included photographs, and drawings labeled "NYC Landmarks Public Hearing," "Historical Drawing," "Historical Photos," Existing and Proposed Entrance," "Existing Building Plan," "Existing Elevation," "Existing Plan and Elevation at Entry," "Existing Entry Section," "Proposed Plan," "Proposed Elevation," "Proposed Plan and Elevation at Entry," "Proposed Entry Section," "Existing Photos," "Proposed Entry Details," and "Rockefeller Center Context," prepared by Moed de Armas & Shannon Architects, and presented at the Public Hearing and Public Meeting. In reviewing this proposal, the Commission noted that the designation report describes 1270 Avenue of the Americas is An Art Deco style theater and office building built as part of a Rockefeller Center, a commercial and entertainment complex designed by the Associated Architects in 1931-33; and that the building's scale, materials, and details contribute to the special architectural and historic character of Rockefeller Center. The Commission further noted that historically, the entrance to the building was deeply recessed behind the existing piers; that it was modified prior to designation with new storefront infill located closer to the streetwall, but still substantially recessed behind these piers; and that the existing marquee was approved by the Commission in the early 1990's. With regard to this proposal, the Commission found that the removal of the existing ground-floor infill and marquee will not damage or destroy any significant historic features of the building; that the proposed ground-floor infill will maintain a recessed configuration, which will recall the original recessed ground level infill which spanned three bays at this entrance location; that the materials of the proposed ground-floor infill, including bronze framing members and granite bulkheads, will match the materials and details of the ground level infill throughout Rockefeller Center; that the scale and configuration of the infill, which will feature two central sets of revolving doors flanked by single entrance doors, is consistent with the scale and configuration vocabulary of infill throughout the Rockefeller Center; and that the signage, which will consist of molded glass numbers at the transom, is in keeping with the character of signage at other Rockefeller Center building entrances. Based on these findings, the Commission determined the proposed work to be appropriate to the building and the Rockefeller Center complex, and voted to approve the application, with certain modifications. In voting to approve this work, the Commission required that the proposed storefront remain at the same location as the existing, and that the signage be reduced in height. The Commission authorized the issuance of a Certificate of Appropriateness upon receipt, review and approval of two sets of signed and sealed Department of Building filing drawings showing the approved design, with the required changes incorporated. Subsequently, on June 16, 2008, the Landmarks Preservation Commission received final drawings labeled A1 through A4, A4.1, and A7, dated 6/10/08, and prepared by Leon Moed, R.A.; and M-1, M-2, M-3, MD-L-1, M-L-1, E-1, E-2, E-3 (dated 11/2/07); E-L-1, E-L-2 (dated 4/7/08); SP-1 and SP-1-1 (dated 2007); prepared by Martin Konikoff, P.E. Accordingly, staff reviewed the drawings and found that the proposal had been revised to show the new storefront at the same recessed location as the existing, and 12" cast glass signage. In addition, the revised proposal includes the retention of the existing display windows at the returns of the entrance. With regard to the revisions, the Commission found that that the work is keeping with the spirit of the original approval, and that the changes required by the Commission have been incorporated into the design. Based on this and the above findings, the drawings have been marked approved with a perforated seal, and Certificate of Appropriateness 08-8688 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently displayed at the site while work is in progress. Please direct inquiries to Andria Darby.
