| Text | Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of May 6, 2008 following the Public Hearing of the same date, voted to approve a proposal for a one-story rooftop addition at the subject premises, as put forward in your application completed April 10, 2008. This approval will expire May 6, 2014. The proposed work, as approved, consists of the removal of a portion of the roof, roof access hatch, and one (1) air conditioning condenser unit; and the construction of a two-story rooftop addition with metal cladding setback 24-feet, 11-inches from the rear façade, featuring multi-light steel casement windows and doors on the front and rear elevations with a metal ladder on the front elevation and a 42-inch metal railing at the roof of the addition; installing a rooftop deck on the main roof using paving stones, two (2) skylights, planters, and a steel and glass canopy; and constructing an enclosed mechanical room and stairwell at the 5th floor courtyard with paving stones, planters, and 42-inch metal railings along the perimeter of the roofs; exterior work on the 5th floor at the non-visible rear façade, including the brick-to-brick removal of four (4) six-over-six, double-hung wood windows; and the installation of brick infill recessed within one (1) window opening, installing 42-inch tall metal railings within two (2) window openings, and installing partial brick infill and a multi-light metal window within one (1) window opening; installing two (2) leaders mounted to the rear façade in the masonry joints and one (1) scupper and one (1) leader mounted to the rear façade of the new addition; repairing the stucco finish on the existing elevator bulkhead; and interior alterations at the 5th floor, including the demolition and construction of interior partitions, electrical work, plumbing, and finishes; as shown in the presentation boards showing existing condition photographs, an area map, sightline studies, axonometric drawings, existing and proposed floor plans, roof plans, sections, and elevation drawings, all labeled A002, A101, A102, and LPC-1 through LPC-7, dated April 7, 2008, and submitted as components of the application, and presented at the Public Meeting and Public Hearing. In reviewing this proposal, the Commission noted that the SoHo - Cast Iron Historic District designation report describes 12 Greene Street as a store building designed by J.B. Snook and built in 1869; and that in terms of its style, scale, materials, and details it contributes to the special architectural and historic character of the SoHo - Cast Iron Historic District. This permit is being issued in conjunction with Permit for Minor Work 08-9639 (LPC 08-8539). With regard to this proposal, the Commission found that the proposed two-story rooftop addition and rear façade will not be visible from any public thoroughfare; that given the scale of this 5-story building, the addition of two additional stories sunken into the roof and set back from the front and rear façade, will not overwhelm the scale, massing or typology of the building; that the rear façade and brick cornice will be maintained; therefore the proposed removal of windows and roof at the 5th floor will not result in the loss of any significant architectural features; and that the proposed work will not diminish the special architectural and historic character of the building or the SoHo - Cast Iron Historic District.. Based on these findings, the Commission determined the proposed work to be appropriate to the building and the SoHo - Cast Iron Historic District, and voted to approve it. However, in voting to grant this approval, the Commission stipulated that two final signed and sealed copies of the Department of Buildings filing drawings for the approved work be submitted to the staff of the Commission for review and approval. Subsequently, on May 9, 2008, the Landmarks Preservation Commission received final drawing labeled LPC-9, dated issued June 21, 2007; drawing labeled LPC-8, dated revised July 24, 2007; and drawings labeled LPC-1 through LPC-7, A002, A101, A102, and A301, dated issued April 7, 2008, all prepared by Steven Harris, R.A. Accordingly, staff reviewed the drawings and found that the change requested by the Commission has been incorporated into the proposal and that the proposal approved by the Commission has been maintained. Based on this and the above findings, the drawings are marked approved with a perforated seal, and Certificate of Appropriateness 08-9635 (LPC 07-7124) is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
