| Text | Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of February 5, 2008, following the Public Hearing and Public Meeting, voted to grant a Certificate of Appropriateness for the proposed work at the subject premises, as put forth in your application completed on January 10, 2008. This permit will expire on February 5, 2014. The work, as approved, consists of removing the existing, severely deteriorated brownstone façade and installing a new cast stone façade to match the texture, color, finish, profiles and details of the original. This work was shown in photo boards and drawings labeled by staff 1 through 3, dated February 5, 2008, and a drawing labeled 4 by staff, dated August 2007, prepared by Jablonski Building Conservation, Inc., and submitted as components of the application, and presented at the Public Hearing and Public Meetings. In reviewing this proposal, the Commission noted that the Upper West Side/Central Park West Historic District designation report describes 182-188 Columbus Avenue as a neo-Grec style tenement building designed by Babcock & McAvoy and built in 1885-86; and that in terms of its style, scale, materials, design, and details the building contributes to the special architectural and historic character of the Upper West Side/Central Park West Historic District. The Commission also noted that the conditions survey for the brownstone façade describes the deterioration of the brownstone which includes delamination, exfoliation, spalling and failure of previous stucco patching which is supported by photographic documentation. With regard to this proposal, the Commission found that the brownstone masonry units are displaced and deeply eroded and cannot be consolidated or repaired by any other means; that the proposed cast stone will replicate the original texture, color, profiles and details of the brownstone; that the use of new unit masonry with pointed joints will maintain a materiality that existed before the failure of the façade; and that the work is supportive of the special architectural and historic character of the Upper West Side /Central Park West Historic District. Based on these findings, the Commission determined the proposed work to be appropriate to the building and voted to approve it. However, in voting to grant this approval, the Commission made its determination subject to the stipulation two sets of final signed and sealed drawings, showing the approved work, which are to be filed at the Department of Buildings, be submitted to the staff of the Commission for review and approval. Subsequently, on May 7, 2008, the staff of the Commission received drawings A-1 through A-4 dated March 30, 2008; prepared by Tariq Mohammad Bashir, P.E. The Commission staff noted that the drawings included additional work including, removing the existing metal cornice, brackets, and fire escapes; repairing any damaged elements; and scraping, sanding, priming, and painting the elements to match the existing prior to reinstallation at the completion of the façade replacement. With regard to the additional work, the Commission finds that the proposed work is restorative in nature and will return the building more closely to its historic appearance; that the removal of the cornice and fire escapes will facilitate the reconstruction of the façade; and that work will not adversely affect significant architectural features of the building or adjacent improvements. Therefore, these drawings are being marked approved by the Commission with a perforated seal, and this Certificate of Appropriateness is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
