Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of May 6, 2008, following the Public Hearing of the same date, voted to approve a proposal to alter the entrance steps and install handrails at the subject premises, as put forward in your application completed on April 3, 2008. The work approved consists of demolishing the existing stucco-coated brownstone entrance steps and constructing a new brownstone entrance stoop extending an additional 3'-2" into the areaway, incorporating a larger landing in front of the entrance doors, and installing new black painted metal handrails. The work is shown in presentation boards and drawings labeled LPC-1, LPC-2, dated March 25, 2008, and LPC-3, LPC-4, LPC-5 and LPC-6, dated March 31, 2008, all prepared by Kaitsen Woo Architect PC, submitted as components of the application, and presented at the Public Hearing and Public Meeting. In reviewing this proposal, the Commission noted that the Cobble Hill District Designation Report describes the building as an early Romanesque Revival style church built in 1855, and converted to a synagogue in 1905; and that in terms of its style, scale, materials, and details, the building contributes to the special architectural and historic character of the Cobble Hill Historic District. With regard to this proposal, the Commission found that the work will not significantly alter the relationship of the steps to the building and will provide a larger more usable landing in front of the main entrance door; that the proposed entrance steps will match the existing in terms of the height of the risers and numbers of treads and will not significantly alter the architectural quality of the entrance; that the existing steps and landing have been plastered over with a brownstone mortar and the installation a new brownstone landing and steps will restore a significant material feature of the building; that the simple design of the painted metal handrails at the steps will not call attention to itself; that the sound bluestone in the areaway will be consolidated and reused; that the altered steps will remain within the confines of the existing areaway and will not result in alterations to the existing historic metal fence or gates; and that the work will not diminish the special architectural or historic character of the building or the streetscape. Based on these findings, the Commission determined the proposed work to be appropriate to the building and the historic district, and voted to approve it. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
