Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of March 4, 2008, following the Public Hearing/Public Meeting of the same
date, voted to approve a proposal of work at the subject premises, as put forth in your application completed
November 20, 2007, and as you were informed in Status Update Letter 08-5573, issed on March 17, 2008 (LPC
08-4059). This approval will expire March 4, 2014.



The proposed work, as approved, consists of removing the brick street facade; rebuilding the brick masonry
facade with new anchors and ties, using replacement brick that matches the color and texture of the original brick,
and salvaged original brick; the new brick will follow the original bond and pattern and be toothed into the
adjoining facade; the joint will be waterproofed with backer rod and pointed to match the original mortar. The
proposal was shown in photographs, photomontages, and drawings, prepared by Leslie Barnett, R.A., submitted
as components of this application.



In reviewing this proposal, the Commission noted that the Fort Greene Historic District Designation Report states
that 284 Carlton Avenue is a transitional neo-Grec/Italianate style rowhouse, built in 1853-55; and that its style,
scale, details and materials, are among the features that contributes to the architectural and historic character of
the Fort Greene Historic District. The Commission further noted that the brick at the second and third floor of the
primary facade is bowing; and that the primary facades also has brick masonry damage below the window
openings that may contribute to the failure of the brick. Commission noted that the brick facade is keyed into the
facade of the adjacent building in the row and that the deterioration appearance to extend throughout the row.
The Commission also noted that Permit for Minor Work #04-6552 was issued April 21, 2008 for the removal of
brick coating and paint and rebrownstoning lintels and that Certificate of No Effect #06-1889 was issued
September 7, 2007 for brownstoning the rusticated based at primary facade.



With regard to this proposal, the Commission found that the brick units are displaced and cannot be stabilized in
place or repaired by any other similar means; that, where possible, historic brick will be salvaged for reuse and
that the new brick will replicate the original texture, profile, details of the original brick ; that the preservation of
the contiguous running bond between the five rowhouses shall be preserved, therefore, a significant historic and
architectural element of this type of construction shall be preserved; that the reconstruction of the deteriorated
facade will not adversely affect other facades that are presently displaced; and that the keying of the reset brick
into the adjoining facade will facilitate future restoration of other buildings in the row. Based on these findings,
the Commission determined the proposed work to be appropriate to the building and the historic district, and
voted to approve this application.



However, in voting to grant this approval, the Commission stipulated that a set of unmounted copies of the
presentation drawing and two final signed and sealed copies of the Department of Buildings filing drawings for
the approved work be submitted to Staff of the Commission for review and approval.



Subsequently, the Landmarks Preservation Committee received final drawings A-3 and A-4, prepared by Leslie
Barnett, R.A., dated April 7, 2008. Staff reviewed the drawings and found that the work approved by the
Commission has been maintained. An additional proposal was made for work at the subject premises. At the
primary facade, the in-kind replacement of ten (10) wood, double-hung, divided light windows; the repair with
stucco of the existing door entablature; the repair and refinishing of the front entrance door; and the removal of
stucco with a three part stucco system made to match original texture, color, scoring and details. Commission
finds in accordance with RCNY, Title 63, Section 3-3, that the windows will match the original historic windows
in terms of configuration, operation, details, material, and finish; that in accordance with the provisions set forth
in Title 63 of the Rules of the City of New York, Section 2-14, that the existing brownstone surface is exfoliating,
damaged or otherwise unsound; that the original texture, color, profiles and details of the brownstone will be
replicated; that the damaged stone will be cut back to sound stone and the new surface will be keyed into the
sound stone and will be built up in successive layers using a cementitious mix with the top layer tinted and
finished to match the original brownstone texture and color. Based on this and the above findings, the drawings
are marked approved with a perforated seal, and the Certificate of Appropriateness 08-8828.



This permit is contigent upon the Commissioner's review and approval of samples of brick, pointing mortar, and
brownstone prior to commencement of work. Please contact Joselito Corpus to schedule a site visit. This permit
is also contigent upon the understanding that the work will be performed when the temperature remains a constant
45 degrees Fahrenheit or above for a 72 hour period.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of

approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
