Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of February 27, 2007, following the Public Hearing of the same date, voted to grant a Certificate of Appropriateness for the proposed work at the subject premises, as put forward in your application completed on February 1, 2007, and as you were informed in Status Update Letter 07-6432 (LPC 07-5003), issued March 1, 2007. The proposed work, as approved, includes reconstructing the existing stucco-covered brick façade with concrete block covered with brown tinted stucco, featuring six-over-six wood double-hung windows on the second floor, a wood plank door with iron grilles and straps salvaged from the existing door, two wood six-light fixed windows flanking the door, a four-paneled wood side entrance door with transom, cast-stone steps tinted brown at both entrances, and three light fixtures, two flanking the main entrance, and one adjacent to the side entrance; and rebuilding the roof, including the in kind replacement of the two pedimented dormers and brick chimneys, as shown in drawings and photographs labeled pages 1 through 6, dated February 27, 2007, prepared by Aston Associates, color samples labeled Benjamin Moore "Essex Green" (windows, dormers and doors) and Benjamin Moore "Saddle Soap" (cornice), and a catalog cut of a light fixture labeled Urban Archaeology "Harbor Wallmount", submitted as components of the application and presented at the Public Hearing and Public Meeting. In reviewing this proposal, the Commission noted that the designation report states that 86 Bedford Street is a house built in 1831 and remodeled in the 1920's; and that the scale, style, details and materials of the building are among the features which contribute to the special architectural and historic character of the Greenwich Village Historic District. With regard to this proposal, the Commission found that the historic façade is severely deteriorated and structurally unsound; that the new scored brown-tinted stucco facade, and painted wood dormers, windows and cornice will replicate the existing; that the 1920's alterations to the façade are significant to the history of the building and the Greenwich Village Historic District, and thus reconstructing the façade to that period is in keeping with the special historical character of the building; that the paneled door proposed for the smaller entrance is compatible with the 1920's alterations; and that the work will aid in the long term preservation of the building. Based on these findings, the Commission determined the proposed work to be appropriate to the landmark, and voted to approve this application. However, in voting to grant this approval, the Commission made its determination subject to the conditions that the existing arched entrance door be restored or replicated in salvaged wood, reusing the existing ironwork; and that the roof material be revised in consultation with staff. The Commission authorized the issuance of a Certificate of Appropriateness upon receipt, review and approval of two signed and sealed copies of the final drawings for the approved work to be submitted to the Department of Buildings, showing the Commission requested changes to the entrance and roof materials. Subsequently, the staff of the Commission received drawings L1 through L16, revised March 25, 2008, and S1 through S7, dated December 20, 2007, prepared by Aston Associates and Raman and Oundjian. The Commission reviewed the drawings and noted that the proposed roof material is standing seam lead coated copper; that the arched entrance door will be rebuilt using salvaged wood and the existing iron grilles and straps; and that additional work has been added including rebuilding the brick gable of the north alley wall; installing new windows and doors in existing north wall openings; and installing new windows in an existing opening to be reduced in size on the rear elevation. With regard to the revised and expanded scope of work, the Commission finds that the proposed roofing material is commonly found on 19th and early 20th century buildings throughout the historic district; that the new entrance door will replicate the material, details, and dimensions of the original door, and the use of salvaged wood will give it the appearance and texture of a historic door; that new brickwork will match the color, size, texture and bonding pattern of the existing; that new mortar joints will match the color, texture, dimension and tooling of the existing; that the windows and doors on the north and rear elevations are not visible from public thoroughfares, and replacing them will not cause the loss of any historic building fabric; and that the proposal approved by the Commission has been maintained. Based on these and the above findings, the drawings have been marked approved by the LPC with a perforated seal and Certificate of Appropriateness 08-8092 is being issued. This permit is being issued on the condition that samples of pointing mortar, new brick, tinted stucco and cast stone be inspected and approved by Commission staff prior to the commencement of work. Please notify staff when samples are available for inspection at the site. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently displayed at the site while work is in progress. Please direct inquiries to Lisa Schaeffer.
