Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of March 4, 2008, following the Public Meeting of September 19, 2006 and Public Hearing of August 1, 2006, voted to approve a proposal to amend Certificate of Appropriateness 07-4807 (LPC 07-2867) for façade alterations, the installation of storefronts, and the construction of a rooftop addition, and Miscellaneous/Amendments 07-8145 (LPC 07-6508) for revisions to the rooftop addition and canopy and final documents for the facade restoration and window replacement, as put forward in your application completed on February 26, 2008, and as you were informed in Status Update Letter 08-7982 (LPC 08-6304) , issued on March 11, 2008. This approval will expire September 19, 2012. The proposed work, as approved, consists of revising the previously approved scope of work to reflect conditions discovered during construction, including eliminating the arched windows and installing wood windows that conform to the shape of the brick masonry opening revealed when the stucco cladding was removed; and eliminating the keystones above the window openings which were applied in 1917 when the façade was stuccoed and removed prior to designation, as shown in historic photographs and existing condition photographs, photo montages and revised presentation drawings 2, 5A, 5B, 5C, 19, 20 and 20A, all received March 3, 2008, prepared by Morris Adjmi Architects, submitted as components of the application and presented at the Public Hearing and Public Meetings. In reviewing this proposal, the Commission noted that Gansevoort Market Historic District Designation Report describes 414 West 14th Street as an Italianate style warehouse designed by Joseph M. Dunn and built in 1887, and 416- 418 West 14th Street as a vernacular style factory building designed by S.W. Johnson, built in 1874 and altered in 1917. The Commission noted that the 416-418 West 14th Street is not one of the buildings for which the Gansevoort Market Historic District was designated; and that the style, scale, materials and details of 414 West 14th Street are among the features which contribute to the special architectural and historic character of the Gansevoort Market Historic District. The Commission further noted that the two buildings were historically related since construction; that 416-418 West 14th Street was built as a four story cotton print works factory building and that 414 West 14th Street was built as a five story warehouse addition to 416-418; that in 1906-07, similar cornices were added to the two buildings and in 1917, a fifth story "false wall" was added to 416-418 West 14th Street and the facade was stuccoed and detailed to match 414, and the 1906-07 cornice was reused. The Commission noted finally that the Gansevoort Market Historic District is characterized by waves of adaptive reuse that significantly changed the appearance of many of the buildings. With regard to this proposal, the Commission found that that the facade of 416-418 West 14th Street has been stripped and retains no significant features, and the proposed work will expose and preserve the 19th century brick facade and details; that while the proposed windows and facade details will not entirely match those of the stucco clad 1917 facade, the proposed work will return other significant unifying features to the buildings, such as the cornices, the metal canopy, the storefronts and window details; that the proposed wood windows will conform to the 19th century masonry openings and will match the historic wood windows in terms of material, and the brickmold profiles and dimensions; that the brick facade will relate harmoniously with the materials found throughout the historic district; and that the cumulative effect of the proposed work, including the retention of some 1917 alterations such as the raised "false wall", cornices, and canopy, and the restoration of the 19th century brick and windows, will result in a facade that reflects the various layers of alterations to this building and that are representative of the layers of adaptive reuse that characterize the historic district. Based on these findings, the Commission determined the proposed work to be appropriate to the building and the historic district, and voted to approve this application. However, in voting to grant this approval, the Commission stipulated that two final signed and sealed copies of the Department of Buildings filing drawings for the approved work be submitted to the staff of the Commission for review and approval. Subsequently, on March 25, 2008, the Landmarks Preservation Commission received revised drawings A000, D100 to D102, A100 to A102, A110 to A112, A120 to A122, A200, A203, A204, A211, A212, A310, A612, A620 to A623, issued 3/21/08, and A003 to A005, A007, A010, A011, A103, A104, A113, A123, A201, A202, A210, A300 to A303, A311, A400, A410, A411, A500 to A502, A600, A610, A611, A613, D103, D200, D300, S001 to S004, S101 to S108, S201, S202, S301, S401, M1 to M10, P1 to P9, SP1 to SP6, FA1 to FA5, issued 2/6/07, prepared by Morris Adjmi Architects. Staff reviewed the drawings and found that the work approved by the Commission has been maintained; and that the proposed work also includes interior alterations, including the removal of portions of the masonry party wall between the two buildings, retaining 8' of the party wall at the north façade, at the cellar, basement, 1st, 2nd, 3rd, 4th and 5th floors. With regard to this additional work, staff finds that retaining portions of the party wall between the two buildings will maintain the sense of materiality of the buildings. Based on this and the above findings, the drawings are marked approved with a perforated seal, Certificate of Appropriateness 08-8456 (LPC 08-7271) is being issued, and COFA 07-4807 (LPC 07-2867) and MISC 07-8145 (LPC 07-6508) are hereby amended to incorporate the change. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
