Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of March 25, 2008, following the Public Hearing of the same date, voted to approve the reconstruction of the West 8th Street façade at the subject premises, as put forward in your application completed February 28, 2008. This approval will expire March 25, 2014. The proposed work, as approved, consists of the removal and reconstruction of the West 8th Street façade from the 2nd floor through the 6th floor; removing the steel lintels at the 3rd and 5th floor windows, and installing new steel lintels and decorative brick to replicate the original half bullnose brick lintel configuration; repairing and repainting the metal balconies at all of the eastern windows brown (Behr Paints #S-G-790 "Bear Rug"); and repainting all of the windows brown (Behr Paints #S-G-790 "Bear Rug"); as shown in the presentation boards, showing existing condition photographs, historic photographs, proposed elevations, and brick schedules, labeled A-1 through A-8, dated February 27, 2008, and submitted as components of the application, and presented at the Public Meeting and Public Hearing. The proposal, as initially presented to the Commission, consisted of a flat parapet with no decorative cornice. In reviewing this proposal, the Commission noted that the Greenwich Village Historic District designation report describes 55 West 8th Street as a traditional Romanesque Revival style apartment house built ca. 1895; and that in terms of its style, scale, materials, and details it contributes to the special architectural and historic character of the Greenwich Village Historic District. With regard to this proposal, the Commission found that the existing concrete brick units are severely deteriorated, deeply eroded, and cannot be consolidated or repaired by any other means; that the proposed concrete bricks will replicate the original in terms of material, color, texture, details, and profiles; that the restoration of the decorative masonry units, featuring flat face, half bullnose, full bullnose, worm face, rope, and geometric faced bricks, will be replicated using molds taken from the original concrete bricks; that the use of new masonry units with pointed joints will return the building closer to its historic appearance by restoring lost details; and that the work is supportive of the special architectural and historic character of the building and the Greenwich Village Historic District. Based on these findings, the Commission determined the proposed work to be appropriate to the building and the historic district, and voted to approve it. However, in voting to grant this approval, the Commission stipulated that the cornice be corbelled and a coping stone be incorporated; and that two final signed and sealed copies of the Department of Buildings filing drawings for the approved work be submitted to the staff of the Commission for review and approval. Subsequently, on March 27, 2008, the Landmarks Preservation Commission received final drawings labeled A-1 through A-8, dated issued February 27, 2008, prepared by Michael D. Just, R.A. Accordingly, staff reviewed the drawings and found that the proposal approved by the Commission has been maintained. Based on this and the above findings, the drawings are marked approved with a perforated seal, and Certificate of Appropriateness 08-8420 (LPC 08-1899) is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
