Text Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of February 26, 2008, following the Public Hearing of the same date, voted to
approve a proposal for work at the subject premises, as put forward in your application completed on January 31,
2008, and as you were informed in Status Update Letter 08-7658 issued on February 29, 2008 (LPC 08-3210).
This approval will expire February 26, 2014.

The proposed work, as approved, consists of the installation of new wood storefront infill with a recessed
commercial entrance, featuring a display window and bulkhead with stone base, transoms and doors with
sidelights, the infill to be painted dark grey, and with back-painted red lettering within the display window, at the
ground floor East 17th Street facade. The proposal was shown in existing condition photographs and drawings
dated 1/22/08, prepared by Beacon Design Group, Inc., submitted as components of the application and presented
at the Public Hearing and Public Meeting.

In reviewing this proposal, the Commission noted that the Ladies' Mile Historic District Designation Report
describes 15 East 17th Street as a Beaux-Arts style store and loft building designed by Cleverdon & Putzel and
built in 1898-99; and that in terms of its style, scale, materials, and details, it contributes to the special
architectural and historic character for which the Historic District was designated. The Commission also noted
that NOV 08-0014 was issued on 9/11/07, for "Installation of door without permit(s)."

With regard to this proposal, the Commission found that the proposed work will preserve the original cast iron
column and will not eliminate any significant historic or architectural features from the building; that the
proposed infill will fit neatly within the storefront opening established by the masonry piers and cast iron column
and will restore uniformity and transparency to the ground floor; that the configuration of the proposed storefront
infill, featuring a paneled wood bulkhead with stone base, a display window and transoms, and a recessed
commercial entrance, will be in keeping with the historic storefronts found in this historic district and will reflect
the district's commercial character; and that the proposed signage, consisting of back-painted lettering and a logo
on the transom glass above the display window, will be well-scaled to the facade and will not detract from the
building's architectural character. Based on these findings, the Commission determined the proposed work to be
appropriate to the building and the historic district, and voted to approve this application.

However, in voting to grant this approval, the Commission stipulated that a set of unmounted copies of the
presentation drawings and two final signed and sealed copies of the Department of Buildings filing drawings for
the approved work be submitted to the staff of the Commission for review and approval.

Subsequently, on March 10, 2008, the Landmarks Preservation Commission received revised final drawings A-0,
A-1, A-2 and A-3, dated 1/22/08, prepared by Beacon Design Group, Inc., and materials samples, prepared by
Shiming Tam Architect, PC. Staff reviewed the drawings and found that the work approved by the Commission
has been maintained. The work also includes cleaning the original granite base at the masonry piers, using a
chemical cleaner as required, at the ground floor at the East 17th Street façade. With regard to this additional
work, staff finds that the cleaning of the granite bases will be done in the gentlest effective method without
causing damage to the masonry. Based on these findings, the work is approved.

This permit is being issued in reliance upon the owner's demonstrated intention to perform work to correct NOV
08-0014 by 3/31/08 as evidenced by the escrow agreement dated 11/2/07, between Triad Capital LLC and
Cornicello & Tendler LLP as escrow agent. Please be advised that this violation remains in force against the
building. Failure to address this violation may result in the issuance of a Notice of Violation originating from the
Environmental Control Board in accordance with Title 63 of the Rules of the City of New York, Section 7-02(c).
This NOV would require a court appearance and a civil penalty may be imposed.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
