Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of July 17, 2007, following the Public Hearing of the February 27, 2007 and Public Meetings of May 15 and June 26, 2007, voted to approve a proposal to construct a one-story rooftop addition at the subject premises, as put forward in your application completed February 1, 2007, and as you were informed in the Status Update Letter issued on July 17, 2007 (SUL 08-0851, LPC 06-5028). This approval will expire July 17, 2013. The proposed work, as approved, consists of construction a one-story, brick and glass rooftop addition, set back on the roof and featuring saw-toothed skylights and an elevator bulkhead within a wood enclosure designed to mimic a rooftop water tank, and constructing a brick parapet and railing at the east façade; as shown in drawings 3, 4, 5, and 6, and photomontages dated July 17, 2007; drawings 1 through 6 and photomontages dated June 12, 2007; drawings A1, A, A2, A3, and A4, and photomontages dated May 2, 2007; and drawings A, A1, A2, and A3 and a photomontage dated January 26, 2007, a rendering dated October 25, 2005; and mock-ups inspected by staff, all prepared by Jan Gould R.A., submitted as components of the application, and presented at the Public Meetings and Public Hearing. The proposal as initially presented included an addition with a larger footprint, a more ornate cornice on the addition, wider masonry piers at the addition, clerestory windows in place of skylights, an elevator bulkhead in place of the water tank, and a metal railing in place of a brick parapet at the east façade. In reviewing this proposal, the Commission noted that the Tribeca West Historic District Designation Report describes 53-55 Beach Street as a Utilitarian warehouse designed by Oscar Teale and built in 1885; and that in terms of its style, scale, materials, and details, it contributes to the special architectural and historic character for which the Tribeca West Historic District was designated. With regard to this proposal, the Commission found that the construction of the proposed rooftop addition will not result in damage to or demolition of a significant architectural feature of the roof; that the proposed addition, when viewed over the primary façades, will be seen against existing rooftop bulkheads beyond and will not call undue attention to itself; that the proposed rooftop addition will be set back from the visible building façades and will not impact or detract the historic shape or massing of the building; that the brick cladding and masonry piers will help the rooftop addition relate to the features of the building below; that the saw-toothed skylights are in keeping with skylights historically found on manufacturing buildings of this age and style; that the skylight façade which will be visible over the rear facade of the building will recall historic skylights historically found on manufacturing building of this age and style, and therefore, will not call undue attention to itself; that the proposed brick parapet wall will match the brick at the existing building, be of a simple design and will not detract from the special architectural or historic character of the building; and that the work will not detract from the special architectural and historic character of the Tribeca West Historic District. Based on these findings, the Commission determined the proposed work to be appropriate to the building and the historic district, and voted to approve this application. The Commission notes that the applicant is applying to the Board of Standards and Appeals for certain variances. Any changes to the design required by the Board of Standards and Appeals approval must be submitted to the Landmarks Preservation Commission for review and approval prior to the issuance of the final approval letter. PLEASE NOTE: This permit is issued contingent upon the Commission's review and approval of the final Department of Building filing set of drawings. No work can begin until the final drawings have been marked approved by the Landmarks Preservation Commission with a perforated seal. Please submit these drawings to the Landmarks Preservation Commission staff when they become available. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
