Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of November 13, 2008, following the Public Hearing of the same date, voted
to approve the proposed work at the subject premises, as put forward in your application completed October 16,
2008. This approval will expire October 16, 2014.

The proposed work, as approved, consists of the demolition of the modern interior structure and floor plates, and
the construction of a new interior glass façade behind the historic facade, featuring aluminum windows, a stucco
cladding on a portion of the ground floor, and a wood entrance door; the removal of masonry, and installation of
a new tripartite window opening, featuring two casement windows at the rear of the third floor mezzanine at the
secondary north elevation; and the removal of a steel sliding window, enlargement of the window opening, and
the installation of a paired fixed window, featuring operable transom windows at the third floor of the secondary
north elevation; as shown in boards labeled T1.0 through T1.2, A0.1 thorough A0.4, A1.0 through A1.4, A5.0
through A5.2 and A0.5, dated August 21, 2008, prepared by Meyer Davis Studio Inc, and submitted as
components of the approved presented at the Public Hearing and Public Meeting.

In reviewing this proposal, the Commission noted that the Greenwich Village Historic District designation report
states that 727 Washington Street is a Renaissance Revival style rowhouse built in 1894 by Thom & Wilson,
altered in 1940 by Alfred A. Tearle, and by Steven Mensch in 1990; and that the buildings style, scale, materials
and details are among the features that contribute to the special architectural and historic character of the
Greenwich Village Historic District. The Commission also notes that this permit is issued in conjunction with
Certificate of No Effect 09-5779 (LPC 09-3528) for window replacement at the rear façade and north elevation;
construction of a bulkhead and interior alterations.

With regard to this proposal, the Commission found that the demolition of a portion of the modern interior
structure and floor plates will not eliminate any significant features of the building; that the proposed changes
will not compromise the architectural character of the remaining façade or the streetscape; that the proposed
interior glass facades will be in the same plane as the previously approved interior brick and glass facades and
will be consistent with the intent of the original approved design; that the materials of the proposed façade will
relate well to this industrial corner of the Greenwich Village Historic District; and that the installation of a lot line
window opening and the enlargement of the existing window opening and installation of new windows at the rear
portion of the third and third floor mezzanine on the north elevation will only be minimally visible from the
public thoroughfare and will not detract from the building.
Based on these findings, the Commission determined the proposed work to be appropriate to the building and the
historic district, and voted to approve it.

However, in voting to grant this approval, the Commission stipulated that a set of unmounted copies of the
presentation drawings and two final signed and sealed copies of the Department of Buildings filing drawings for
the approved work be submitted to the staff of the Commission for review and approval.

Subsequently, on December 2, 2008, the Landmarks Preservation Commission received final drawings labeled
T1.0 through T1.2, A0.1 through A0.6, A1.0, A1.1, A3.0, A3.1, and A5.0 through A5.2, dated November 21,
2008, prepared by Jon David Libasci, R.A. Accordingly, staff reviewed the drawings and found that the proposal
approved by the Commission has been maintained. Based on this and the above findings, the drawings are
marked approved with a perforated seal, and Certificate of Appropriateness 09-5465 is being issued.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
