Text Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of March 25, 2008, following the Public Hearing of March 11, 2008, voted to
approve a proposal for window replacement and the modification of window openings to accommodate storefront
infill, as put forward in your application completed on February 14, 2008, and as you were notified in Status
Update Letter 08-8379, issued March 26, 2008.

The proposal, as approved, consists of exterior alterations at the Lafayette Avenue façade, including the
combination of masonry openings to create a primary entrance at the central tower, featuring double glass doors
and infill, and a glass canopy; the installation of a vertical glass sign band featuring applied metal letters ("Bank
Note"); lowering the sills at four window openings at the ground floor, and the installation of glass doors; the
removal of multi-light steel sash from eighteen (18) window openings, and the installation of single pane
windows with transoms west of the main entrance, and the installation of a tripartite window with transoms east
of the main entrance; at the Garrison Avenue façade, the removal of modern infill from the central arched
storefront doors, and the restoration of the divided light doors and side lights; the removal of the modern doors at
the center bay, and the installation of glass doors set back three feet from the masonry piers; the removal of the
metal decking and siding at the existing canopy, and the installation of glass infill featuring an engraved pattern;
extending the existing loading platform north; lowering the sills at three window openings, and the installation of
glass doors; the removal of multi-light steel sash from eight (8) window openings, and the installation of a
tripartite window with transoms; at the southern end of the Garrison Avenue façade, extending an existing
one-story extension east to join the adjacent building, featuring glass infill at the extension; the installation of a
single pane window, glass doors, and canopy; at the north façade of the Garrison building, lowering the sills at
six window openings and the removal of the multi-light sash, and the installation of metal and glass roll down
garage doors; at the Barretto Street façade, the removal of an existing loading dock, and the installation of
mutli-light sash and glass entry door; lowering the sills at two window openings, and the installation of loading
docks; the installation of pin mounted letters at the smoke stack ("Bank Note"); widening two openings in the
brick perimeter wall at the north and south ends of the parking lot, and the installation of sliding metal lattice
gates; the construction of brick retaining walls at the central stair and new driveway; and regrading the parking lot
and reconfiguring the number of spaces. The proposal was shown on presentation boards labeled LPC1.01
through LPC1.03, LPC2.01 through LPC2.04, LPC3.01 through LPC3.04, LPC4.01 through LPC4.41 dated
March 11, 2008, prepared by Neil Kittredge, R.A., submitted as components of the application and presented at
the Public Hearing and Public Meeting. The proposal, as initially presented at the Public Hearing of March 11,
2008, including the installation of a four-part storefront windows at the east side of Lafayette Avenue, and
retaining more of the modern door infill at the Garrison Avenue façade, as contained on presentation documents
dated March 3, 2008.

In reviewing this proposal, the Commission noted that the designation report for the American Bank Note
Company Printing Plant, describes 1201 Lafayette Avenue as a Gothic inspired printing plant building designed
by Kirby, Petit & Green, and built in 1911.

With regard to this proposal, the Commission found that a minimal amount of masonry will be removed from the
existing openings to accommodate the proposed storefronts and entry doors at all facades; that the storefront infill
will maintain the dimensions of the existing openings, and in various locations will maintain the tripartite
configuration; that given the massiveness of the building, the select removal of multi-light steel sash and the
installation of simplified storefront infill taken as a whole, will not detract from the prominent and industrial
character of the building, and that the rhythm of solid to void will be maintained; that the glazing and steel and
glass canopies used to identify the primary and secondary building entrances at all facades make use of materials
in keeping with the industrial palette of the building; that the ground floor alterations at the Barretto Street
elevation, including the creation of two additional loading docks, will regularize the pattern of masonry openings
at this façade; that the modified main entrance at the Lafayette Avenue façade will be centered beneath the
openings at the upper floors of the central tower, and that the vertical steel signage is well scaled to this elevation;
that the configuration of three of the historic arched storefronts and entries will be restored at the Garrison Street
elevation, and that the removal of the center arched door infill will not eliminate significant historic fabric; that
setting back the new glass entry three feet from the brick piers, and the installation of a glass canopy utilizing the
historic steel framing, will highlight this primary entrance while retaining a maximum amount of historic fabric;
that extending the one-story extension of the Lafayette Avenue building to meet the Garrison Avenue façade will
regularize the pattern of masonry openings at the junction of the two buildings, and the installation of entry doors
and multi-light windows will add articulation to this secondary entrance; that the metal signage ("Bank Note")
applied at the smoke stack is a traditional location of signage for a building of this age, style, and type; and that
the proposed roll-down steel and glass garage doors at the Garrison Street elevation are evocative of other garage
doors and loading docks found throughout the building complex. Based on these findings, the Commission
determined the proposed work to be appropriate to the Individual Landmark and voted to approve it.

However, in voting to approve this proposal, the Commission required that two complete sets of signed and
sealed Department of Buildings filing drawings be submitted for review and approval by the staff of the
Commission. Subsequently, on December 10, 2008, the staff received drawings G0.02, A1.00 through A1.07
dated December 9, 2008, prepared by Neil P. Kittredge, R.A. Accordingly, staff reviewed these drawings and
noted that portions of the alterations at the Barretto Street elevation have been eliminated, including the glass
entrance infill, and the installation of only one loading dock at the third bay. Staff reviewed these drawings and
determined that the proposal approved by the Commission has been maintained. Based on this and the above
findings, the drawings have been marked approved by the Landmarks Preservation Commission with a perforated
seal, and this Certificate of Appropriateness is being issued.

Please note that this permit is being issued contingent on the receipt of final detailed filing drawings, and with the
understanding that the work is to be completed in phases.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves

the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
