Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of March 18th, 2008, following the Public Hearing of the March 11th, voted
to approve a proposal for work at the subject premises, as put forward in your application completed on February
14th, 2008, and as you were informed in Status Update Letter 08-8176 issued on March 19th, 2008 (LPC
08-4899). This approval will expire March 18th, 2014.

The proposed work, as approved, consists of exterior work at the East 21st Street façade, including removing
modern storefront infill, awnings and mechanical equipment and installing new wood storefront infill painted
black, featuring clear glass display windows and profiled bulkheads with profiled transom bars and windows,
and wood and glass doors and sidelights, the residential exit door only to have frosted glass, and with
back-painted or stenciled signage limited to 24" x 48" and centered within the display window, at the two outer
bays; removing modern metal paneling above the existing storefront openings and installing new profiled
spandrel panels painted black, with decorative fiberglass medallions centered within the panel, at the two outer
bays; installing two (2) new 24" x 36" bracket signs that attach to the vertical mullion within the transom of the
new storefront infill at each of the two outer bays; installing two (2) new light fixtures, featuring an upturned arm
and globe, that attach to the existing fixture locations with a wall-mounted plate that fits between the joints of the
masonry piers at each side of the central lobby entrance bay.

The proposal was shown in historic photographs, existing condition photographs and presentation drawings,
dated 1/10/08, prepared by Karl Fischer Architect, submitted as components of the application and presented at
the Public Hearing and Public Meeting.

In reviewing this proposal, the Commission notes that the Ladies' Mile Historic District Designation Report
describes 24 East 21st Street as a neo-Renaissance style store-and-office building designed by Frederick C. Zobel
and built in 1903-04; and that in terms of its style, scale, materials, and details, it contributes to the special
architectural and historic character for which the Ladies' Mile Historic District was designated.

With regard to this proposal, the Commission found that the removal of the existing storefronts will not eliminate
significant historic fabric; that the proposed infill will fit neatly within the storefront openings established by the
masonry piers and will restore uniformity and transparency to the ground floor; that the configuration of the
proposed storefronts, featuring large display windows and transoms divided by an articulated transom bar, is in
keeping with the historic storefronts of this building and others of this age and type in this historic district; that
the proposed spandrel panels with decorative medallions above the storefronts recalls the design and proportions
of this missing historic feature as evidenced in historic photographs; that the black painted finish will recall the
painted finishes historically found on wood and metal storefronts in this historic district; and that the proposed
signage and lighting, featuring lettering applied to the display windows, bracket signs, and simple light fixtures,
will be well-scaled to the facade and will not detract from the building's architectural character. Based on these
findings, the Commission determined the proposed work to be appropriate to the building and the historic district,
and voted to approve this application.

However, in voting to grant this approval, the Commission stipulated that two final signed and sealed copies of
the Department of Buildings filing drawings for the approved work be submitted to the staff of the Commission
for review and approval.

Subsequently, on September 15, 2008, the Landmarks Preservation Commission received revised final drawings
LM-202, LM-400.1, LM-400.2, LM-603 and LM-604, issued 3/4/08, prepared by Karl Fischer Architect, revised
storefront shop drawings D-1 through D-9, issued 10/23/08, prepared by Artistic Doors and Windows, Inc., and
manufacturer's cut sheets and samples. Staff reviewed the drawings and found that the work approved by the
Commission has been maintained. The work also includes removing the existing concrete block knee wall
surrounding the sidewalk basement exist stair and installing a new concrete curb with pipe railing painted black
fronting the westernmost bay at the 21st Street facade; removing the modern slate sidewalk pavers in front of the
central lobby entrance bay and installing a new concrete sidewalk, and repairing existing concrete as required to
match existing, all tinted standard gray to match adjacent concrete, and with standard scoring to match existing
and adjacent concrete, fronting the 21st Street façade; as shown; and interior alterations at the 1st floor. With
regard to this additional work, staff finds that the slate pavers and concrete knee wall to be removed is not a
significant feature of the building or district; that the new concrete sidewalk will match the existing sidewalk in
color and scoring; that the historic granite curb will remain; that the railing will restore transparency to the
storefront and the streetscape; and that the work will not detract from the historic character of the streetscape or
the historic district. Based on these findings, the work is approved.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
