Text Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of November 25, 2008, following the Public Hearing of the same date, the
Landmarks Preservation Commission voted to approve a proposal for the installation of storefront infill and
signage, as put forward in your application completed on October 30, 2008.

The proposal as approved, consists of storefront alterations at the two easternmost bays, including the removal of
an aluminum and glass tripartite storefront window and a glass entry door; the installation of a bronze finished
aluminum framed single display window and glass door at the western bay; the installation of an aluminum
framed single display window at the eastern bay, featuring applied 4" high pink vinyl lettering at the lower
portion of the glass ("Matthew Williamson"); the removal of two retractable canvas awnings, security gate tracks
and housing, two light fixtures and paint from the facade; concrete patching and repair at the storefront piers and
inset signband; and the installation of 11" high pin mounted metal lettering featuring a pink finish ("Matthew
Williamson") offset over the western bay. The proposal was shown on four unlabeled presentation boards dated
as received October 30, 2008, prepared by Stephen Edward Blatz, R.A., and submitted as components of the
application and presented at the Public Hearing and Public Meeting.

In reviewing this proposal, the Commission noted that the Gansevoort Market Historic District designation report
describes 413-415 West 14th Street as an Arts and Crafts style market building designed by James S. Maher and
built in 1914, and altered by William P. Seaver in 1922; and that the building's style, scale, materials, and details
are among the features that contribute to the special architectural and historic character of the Gansevoort Market
Historic District. The Commission also noted that Certificate of Appropriateness 05-3654 (LPC 05-0262) was
issued November 18, 2004, for the installation of a clear glass shopfront with black painted metal glazing
channels at a different storefront within the same building.
With regard to this proposal, the Commission found that the proposed work will not require the removal of any
significant historic fabric; that the proposed simple and transparent shopfront infill will fit within the existing
opening in this altered bay and will have little impact upon the overall appearance of the building and streetscape;
that the large glass area is in keeping with the scale and transparency found on the ground floor of buildings on
this street and the commercial character of the street and the historic district; that the design, configuration, and
proportions of the new infill is compatible with the industrial character of the former market buildings in this
district; and that the proposed work will not diminish the special architectural and historic character of the
building or Gansevoort Market Historic District. Based on these findings, the Commission determined the
proposed work to be appropriate and voted to approve it.

However, in voting to approve this proposal, the Commission required that two complete sets of signed and
sealed Department of Buidlings filing drawings be submitted for review and approval by the staff of the
Commission. On September 12, 2008, the staff received drawings labeled A-300 through A-302 prepared by
Stephen Edward Blatz, R.A. Accordingly, the staff reviewed these drawings and determined that the proposal
approved by the Commission has been maintained. Based on this and the above findings, the drawings have been
marked approved by the Landmarks Preservation Commission with a perforated seal, and this Certificate of
Appropriateness is being issued.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
