Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of September 13, 2005, following the Public Hearing of the same date, voted
to approve a proposal for the construction of two exterior stairs at the sidewalk, as put forward in your application
completed August 18, 2005, and as you were notified in Status Update Letter 06-2031, issued on September 15,
2005.

The proposal, as approved, consists of the construction of two exterior stairs for cellar egress at the southern
portion of the Ninth Avenue façade, and the western portion of the West 13th Street façade, featuring concrete
treads and a vertical iron picket guardrails. The proposal was shown on ten unlabeled presentation boards dated
August 2005, prepared by Karen Frome, of Frome Ruff & Associates, and submitted as components of the
application and presented at the Public Hearing and Public Meeting.

In reviewing the proposal, the Commission noted that the Gansevoort Market Historic District designation report
describes 675 Hudson Street as a vernacular/neo-Grec style factory building built in 1849, enlarged in 1854-60
and altered c. 1884; and that the building's style, scale, materials and details are among the features that
contribute to the special architectural and historic character of the Gansevoort Market Historic District. The
Commission further noted that Certificate of No Effect 04-1994 was issued on September 23, 2003 approving the
removal of sidewalk concrete and the installation of a new metal staircase and cage on the first floor to cellar on
the West 13th Street elevation in an existing stairwell; the removal of a metal staircase and cage from the first
floor to the cellar on the Hudson Street elevation and its replacement with a new untinted concrete sidewalk and
vault slab at the ground floor; and the removal of two metal staircases and cages from the first floor to the cellar
on the Ninth Avenue elevation and their replacement with new untinted concrete sidewalk at the ground floor.
The Commission finally noted that Miscellaneous/Amendment 04-6118 was issued on April 2, 2004 approving
replacing an existing cage with a new metal guardrail painted black around the existing stairs at the Hudson Street
elevation; retaining an existing staircase at the Hudson Street elevation; replacing the existing cage with a new
metal guardrail painted black at the Hudson Street elevation; and replacing an approved cage with a new metal
guardrail painted black at the new stairs at the West 13th Street elevation.

With regard to this proposal, the Commission found that the area of concrete sidewalk to be removed is not a
significant feature of the building or district; that both historic and modern precedent exists for exterior stairs at
the sidewalk to the vaults, at other locations near the building; that the design, dimensions, material and finish of
the railings will match the existing railings at the other exterior stairs at the sidewalks of the building, thereby
maintaining uniformity at the base of the building; that the presence of two additional exterior stairs at the
sidewalk will not overwhelm or detract from the significant architectural features of the building or the district;
and that the proposed work will not diminish the special architectural and historic character of the building and
the Gansevoort Market Historic District. Based on these findings, the Commission determined the work to be
appropriate to the building and to the Gansevoort Market Historic District and voted to approve it.

However, in voting to approve this proposal, the Commission required that two complete sets of signed and
sealed Department of Buildings filing drawings be submitted for review and approval by the staff of the
Commission. Subsequently, on October 17, 2008, the staff received drawings labeled A-00, A-0, A-1 through
A-11 dated August 21, 2008, drawing BD-1 dated April 4, 2008, and drawings LM-1 through LM-3 dated
December 3, 2007, prepared by Gianni Intili, R.A., and drawings M-1 through M-3, E-1 through E-6, P-1, P-2,
FA-1, FA-2, SP-1 and SP-2 dated September 11, 2008, prepared by Jack A. Green, P.E., and drawings S-1 and
S-2 dated August 21, 2008, prepared by Wiktor Wasilewski, P.E. Staff reviewed these drawings and noted the
inclusion of the following work: relocating the Ninth Avenue stair approximately five feet to the south; relocating
the West 13th Street stair approximately fourteen feet to the west, ending the corner of the building; and interior
alterations at the cellar and ground floor levels, including changes to non-bearing partition walls, finishes, and
plumbing, mechanical, and electrical systems. With regard to these changes, the Commission finds that altering
the previously approved stair locations will not result in damage to, or detract from any significant architectural
features of the building or district; and that the interior alterations will have no effect on significant protected
features of the building. Furthermore, the staff reviewed these drawings and determined that the proposal
approved by the Commission has been maintained. Based on this and the above findings, the drawings have been
marked approved by the Landmarks Preservation Commission with a perforated seal, and this Certificate of
Appropriateness is being issued.

Please note that this permit is issued in conjunction with Miscellaneous/Amendment 09-4941 issued October 29,
2008 (LPC 09-4727).

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
