Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of of July 22, 2008, following the Public Hearing of July 22, 2008, voted to approve the proposal for work at the subject premises, as put forth in your application completed on June 26, 2008, as you were informed in a Status Update Letter dated August 15, 2008. This approval expires on July 22, 2014. The work, as approved, consists of the installation of metal pipe handrails with a black-painted finish, set back six feet from the face of the building, between the solid masonry parapets which occur at the center of the Amsterdam Avenue façade, facing east, and the parapets at the corners of the south façade, facing West 150th Street, and the north façade, facing West 151st Street, as well as at selected areas facing the side courtyard facades, and also the installation of a new minimally visible HVAC unit and related dunnage on the roof of the center pavilion, set back from the Amsterdam Avenue, all as shown in drawings 1 through 11, dated July, 2008, and in photographs of the existing conditions showing the mock-up constructed on site, all prepared and presented at the Public Hearing and Public Meeting by Edelman Sultan Knox Wood Architects, LLP, Architects and Higgins Quasebarth and Partners. In reviewing this proposal, the Commission noted that the designation report states that the Joseph Loth and Company Silk Ribbon Mill is a Rundbogenstil style mill building designed by Hugo Kafka and built in 1885, with a neo-Classical front entrance portico designed by Buchman and Fox and built in 1905. With regard to this proposal, the Commission found that that the simple detailing and painted finish of the proposed roof railings will prevent the railings from calling undue attention to themselves, or away from the significant protected features of the building; that setting the roof railings back from the parapets will help to minimize their visibility; that the long horizontal lines and utilitarian character of the roof railings will relate well to the historic character and proportions of this 19the century factory building; that the roof-mounted HVAC equipment will be set back behind the brick parapet in a location where it will be minimally visible in conjunction with the primary east-facing facade of the building; that in those locations where the HVAC unit will be seen from the street, it will not be seen against open sky, but in conjunction with other buildings forming a varied skyline; and that the work will not detract from the special architectural or historic character of the landmark. Based on these findings, the Commission determined the proposed work to be appropriate to the building, and voted to approve it. However, the Commission made its determination subject to the condition that two sets of stamped and signed Department of Building filing drawings showing the approved design be submitted to the Commission for review. On October 9, 2008, the staff of the Commission received the requested drawings, A0.1, A0.2, A2.0 through A2.3, A7.4, and A8.1, all dated October 3, 2008, A1.0, A1.1, A1.2, A1.3, A2.4, A3.0 through A3.3, A4.1, A4.2, A4.3, A5.1, A6.1, A7.1, A7.2, A7.3, A7.5 through A7.9, A8.2 through A8.5, A9.1, A9.2, A9.3, and a cover sheet, all dated July 18, 2008, S-1 through S-4, M-1 through M-5, M-9, M-10, and P-1 through P-5, all dated July 16, 2008, and M-6 and M-7, both dated November 7, 2007, all prepared and submitted by Edelman Sultan Knox Wood Architects, LLP. Staff has reviewed these materials and finds that the proposal approved by the Commissioners has been maintained; and that the drawings include additional work, including interior alterations; the replacement of one of the modern glass and aluminum doors and transom windows at the southern bay of the main entrance with a new black-painted wood and glass door and transom window; and alterations to the rear windows and existing HVAC units set onto the roofs of the courtyards, all not visible from the street. Staff reviewed the drawings and found that the additional work will not remove any significant historic fabric; that the new door will relate well to the design of the entrance portico, and resemble historic doors found on buildings of this age and type; and that the changes to the rear will conform to the Commisison Rules. Based on this and the above findings, these drawings have been marked approved with a perforated seal, and Certificate of Appropriateness 09-4875 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently displayed at the site while work is in progress. Please direct inquiries to John Graham. Robert B.
