Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of September 18, 2007, following the Public Meeting and Public Hearing of
August 7, 2007, voted to approve modifications to the design of the vaulted space beneath the bridge, as put
forward in your application completed on July 12, 2007.

The proposal, as approved, consists of the demolition of a portion of the mezzanine level, located within the
vaulted space beneath the bridge; and the construction of a new mezzanine, set back approximately 12' from the
doors at the south elevation. The proposal, as initially presented, featured a mezzanine set flush with the doors.
The proposal was shown on presentation boards consisting of existing condition photographs, photomontages and
plan, section and elevation drawings labeled A-01, A-03, A-04, and LR-13 through LR-16, all dated September
18, 2007, prepared by H3 Hardy Collaboration Architecture.

In reviewing this proposal, the Commission noted that the designation report describes the Queensboro Bridge as
a Beaux-Arts style bridge designed by Gustav Lindenthal and Henry Hornbostel and built in 1901-08. The
Commission also noted that Status Update Letter 07-0762 (LPC 068786) was issued July 27, 2006 for the
installation of a mezzanine; that Certificate of Appropriateness 97-2382 (LPC 972273) was issued January 7,
1997 for further modifications to space beneath the bridge, the southern plaza and for a new building on the
plaza; that Certificate of Appropriateness 88-0003 (LPC 880098), was issued May 1, 1987 to amend the
Certificate of Appropriateness issued in 1977, for modifications to space beneath the bridge, the southern plaza
and to include a new building on the plaza; that a Certificate of Appropriateness was issued July 8, 1977, for
construction of a mezzanine at the vaulted interior, alterations to the glazed arcaded walls and an open plaza; and
that Commission Binding Report 07-3743 (LPC 073651), was issued November 20, 2006, for a mezzanine
located within the vaulted space ("Bridgemarket".)
With regard to the application, the Commission found that modification to the existing mezzanine will not
obscure the visibility of significant features of the space, such as the Guastavino vaults and the terra cotta
columns; that the independent support system of the interior mezzanine precludes the need for attachment to
original architectural elements within the vault space, and that the work will not cause damage to these features;
and that the proposed enlargement of the mezzanine, which is set back from the entry, will preserve the public's
ability to experience the two-story volume of the interior. Based on these findings, the Commission determined
the proposal to be appropriate to this Individual Landmark, and voted to approve it.

However, in voting to approve this proposal, the Commission required that two complete sets of drawings be
submitted for review and approval by the staff of the Commission. Subsequently, on December 19, 2007, the
staff received drawings labeled A-000 through A-002, D-001, D-002, A-201, A-202, A-301, A-501 through
A-503, A-551, A-552, I-202a and I-202b, all dated December 19, 2007, prepared by Hugh Hardy, R.A.
Accordingly, the staff reviewed these drawings and found that the approved design had been maintained. These
drawings have been marked approved by the LPC with a perforated seal, and Certificate of Appropriateness
08-5945 is being issued.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
