| Text | Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of November 13, 2007, following the Public Hearing of the same date, voted to grant a Certificate of Appropriateness for the proposed work at the subject premises, as put forth in your application completed on October 18, 2007. This permit will expire on November 13, 2013. The work, as approved, consists of, at the front façade, raising the parapet to accommodate three (3) new window openings containing six-over-six, double-hung wood sash with a gray (Benjamin Moore 1609 or equivalent) painted finish; and installing a new cornice, based on the cornice seen in the ca. 1940 tax photo, with a gray (Benjamin Moore 1609 or equivalent) painted finish; and, at the rear façade, removing the existing windows, doors, and masonry at the basement and 1st floor; excavating the rear yard to provide at-grade access from the basement; installing new steel windows at the basement and first floor and cladding the remaining masonry at the basement and first floor with brownstone stucco; and installing a new metal and glass balcony at the first floor. This work was shown in photo boards and drawings L000, L100, L101, L102, and L201 through L204, dated September7, 2007, revised October 19, 2007, prepared by Steven Harris Architects, and submitted as components of the application, and presented at the Public Hearing and Public Meetings. In reviewing this application, the Commission noted that the Greenwich Village Historic District designation report describes 15 Bank Street as a Greek Revival style rowhouse built in 1851; and that the building's style, scale, materials, and details are among those features that contribute to the special architectural and historic character of the Greenwich Village Historic District. With regard to the construction of the rooftop addition and the alterations to the rear facade, the Commission found that the proposed alterations to the top floor will not eliminate features that detract from the significant architectural features on the facade; that raising the parapet to accommodate a fourth floor with windows is consistent with the historic alterations to Greek Revival style houses on this street and in this historic district; that the new windows on the facade will match the configuration, operation, details and finish of the historic windows; that the proposed cornice is consistent with the age and style of the building and will restore a long absent significant feature of the facade; that the alterations to the rooftop addition will create a more uniform roofline; that the rear façade is not visible from any public thoroughfare; that the rear facade has no significant architectural features which would be lost or damaged as a result of the alterations at the first and second floor; and that the proposed multi-light windows at the 1st and 2nd floor will not alter the building's scale and character as a individual rowhouse. Based on these findings, the Commission determined that the work is appropriate to the building and to the historic district, and voted to approve it. However, in voting to grant this approval, the Commission made its determination subject to the stipulation that two sets of final signed and sealed drawings, showing the approved work, which are to be filed at the Department of Buildings, be submitted to the staff of the Commission for review and approval. Subsequently, on December 27, 2007, the staff of the Commission received drawings A000, D001 through D004, A101 through A104, A201, A202, A301, and A302, dated September 7, 2007, revised December 20, 2007, prepared by Steven Harris, R.A.; and S1 through S7, dated September 7, 2007, prepared by Ralph Albert Dalland, P.E. The Commission reviewed the submitted drawings and found that the proposal approved by the Commission has been maintained. Therefore, these drawings are being marked approved by the Commission with a perforated seal, and this Certificate of Appropriateness is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
