Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of September 18, 2007, following the Public Hearing and Public Meeting of
July 24, 2007, voted to approve a proposal for work at the subject premises, as put forward in your application
completed June 28, 2007. This approval will expire September 18, 2013.

The proposed work, as approved, consists of removing portions of the non-historic railing; installing new
turnstiles and railings to match the existing; installing a new security desk at the seating area, consisting of a
black granite desk and etched white glass partition with stainless steel frame and lettering; and installing one
brass, internally illuminated blade sign at the south wall, matching historic signs within the lobby; as shown in
presentation boards 1 through 14, submitted as components of the application, and presented at the Public
Meetings and Public Hearing.

With regard to this proposal, the Commission noted that the Time Life Building designation report describes the
interior landmark as an International style lobby designed by Harrison, Abramowitz, and Harris, and constructed
in 1956-60. The Commission also notes that Notice of Review 03-038 was issued on July 12, 2002, for the
installation of railings and turnstiles, alterations to the finishes and walls in the lobby, and for the replacement of
doors.

With regard to this proposal, the Commission found that the removal of the existing railings and installation of
the proposed turnstiles, signage, security desk, and railings will not result in damage to, or loss of any significant
historic fabric; that the penetrations into the terrazzo floor to attach the desk, railings and turnstiles will be small
and easily repairable, should these installation be removed; that the proposed turnstiles and railings will match the
existing turnstiles and railings and maintain a uniformity within the lobby; that the proposed security desk will be
simply detailed and will not call undue attention to itself; that the proposed security desk will be located outside
of the floor plan of the original lobby and will have no effect on any historic fabric; that the proposed blade sign
will match the size, style and material of the historic signs within the lobby; and that the work will not detract
from the special character of the Time & Life Building Lobby Interior Landmark. Based on these findings, the
Commission determined the proposed work to be appropriate to the building and the historic district, and voted to
approve this application.

The Landmarks Preservation Commission has received final drawings "Existing Lobby," "Proposed Lobby,"
"Proposed Elevations," "Details," and "Signage Details" dated June 1, 2007 and prepared by Ambrose Kelly,
R.A. Accordingly, staff reviewed the drawings and found that the proposal approved by the Commission has been
maintained. Based on this and the above findings, the drawings are marked approved with a perforated seal, and
Certificate of Appropriateness 08-3264 is being issued.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
