| Text | Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of July 17, 2007, following the Public Hearing and Public Meeting of May 22, 2007, voted to grant a Certificate of Appropriateness for the proposed work at the subject premises, as put forth in your application completed on April 26, 2007. This permit will expire on May 22, 2013. The work, as approved, at the roof, consists of removing the existing elevator bulkhead and constructing a new brick and brown painted metal clad elevator bulkhead, and raising the brick lot line wall and chimney. This work was shown in photo boards and drawings 1 through 5, BD.00, BD.01, BD.02, and BD.03, dated January 29, 2007, revised July 11, 2007, prepared by Brezavar + Brezavar Architects, and submitted as components of the application, and presented at the Public Hearing and Public Meetings. The proposal, as originally presented, called for a wider and taller elevator bulkhead clad with cement panels; as shown in photo boards and drawings BD.00, BD.01, BD.02, and BD.03, dated January 29, 2007, revised, January 31, 2007. In reviewing this proposal, the Commission notes that the SoHo-Cast Iron Historic District designation report describes 524 Broadway as a store and loft building designed by Arthur H. Bowditch and built in 1903; and that in terms of its style, scale, materials and details the building contributes to the special historic and architectural character of the SoHo-Cast Iron Historic District. With regard to this proposal, the Commission found that the added height of the party wall on the south elevation is in keeping with the scale of the large brick area and will not overwhelm the façade; that the proposed extension will be consistent with the minimally visible elevator bulkheads seen over primary facades in this historic district, particularly when elevator shafts are located on a street wall; that while the new chimney and elevator bulkhead will be visible over the primary facades of buildings along Crosby Street, their scale and massing are in keeping with typical features of the industrial skyline; and that the simple and utilitarian character of the brown painted metal cladding is in keeping with the finish of typical elevator bulkheads located in the historic district. Based on these findings, the Commission determined the proposed work to be appropriate to the building and voted to approve it. However, in voting to grant this approval, the Commission made its determination subject to the stipulation that two sets of final signed and sealed drawings, showing the approved work, which are to be filed at the Department of Buildings, be submitted to the staff of the Commission for review and approval. Subsequently, on August 20, 2007, the staff of the Commission received drawings A.00.0, A.01.0, A.01.1, A.01.2, A.02.2, A.02.1, A.03.0, A.03.1, A.04.0, A.04.1, and A.05.0, dated February 21, 2007, revised August 13, 2007, prepared by Floyd George Brezavar, R.A.; and S-1 through S-3, dated October 31, 2006, revised August 10, 2007, prepared by Angelos Georggopoulos, P.E. The Commission staff noted that the drawings included additional work, including, interior alterations, including the demolition and construction of interior non-bearing partitions and finishes at the cellar through 11th floor, including upgrading the electrical, and mechanical systems. The Commission reviewed the submitted drawings and found that proposal approved by the Commission has been maintained. Therefore, these drawings are being marked approved by the Commission with a perforated seal, and this Certificate of Appropriateness 08-3067 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
