| Text | ISSUED TO: Eileen & Henry Carrier 338 President Street Brooklyn, NY 11231 Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of May 22, 2007, following the Public Hearing of the same date, voted to approve a proposal for work at the subject premises, as put forward in your application completed on April 26, 2007, and as you were informed in Status Update Letter 07-8801, issued on May 29, 2007 (LPC 06-7560). This approval will expire May 22, 2013. The proposed work, as approved, consists of constructing a one-story plus basement masonry rear yard addition with metal deck and stairs. The proposal was shown in existing condition photographs, photo montages and drawings dated 5/22/07, prepared by Nicholas Buccalo, submitted as components of the application and presented at the Public Hearing and Public Meeting. In reviewing this proposal, the Commission noted that the Carroll Gardens Historic District Designation Report describes 338 President Street as a neo-Grec style rowhouse built in 1881; and that in terms of its style, scale, materials, and details, it contributes to the special architectural and historic character for which the Carroll Gardens Historic District Historic District was designated. With regard to this proposal, the Commission found that the two-story rear yard addition will relate to other rear yard additions within the block and will maintain the scale and character of the rowhouse and its relationship to the rest of the row; that the parapet and railing of the rear yard addition will be minimally visible from Hoyt Street over an existing one story masonry wall, and therefore in the context of other rear facades and additions; that the rear yard addition will not project further than the additions on adjacent buildings, and therefore will not substantially eliminate the presence of a rear yard or reduce the presence of open space at the interior of the block; and that the proposed fenestration pattern for the rear addition includes punched openings that align with window openings at the top floor, and therefore will relate to the historic fenestration pattern of the building. Based on these findings, the Commission determined the proposed work to be appropriate to the building and the historic district, and voted to approve this application. However, in voting to grant this approval, the Commission stipulated that a set of unmounted copies of the presentation drawings and two final signed and sealed copies of the Department of Buildings filing drawings for the approved work be submitted to the staff of the Commission for review and approval. Subsequently, on July 26, 2007, the Landmarks Preservation Commission received final drawings A-00 through A-03, A-05 through A-17, C-01, M-01, M-02, EX-01 and EX-02, issued 7/1/07, and revised drawing A-04, issued 7/23/07, prepared by Nicholas Buccalo. Staff reviewed the drawings and found that the work approved by the Commission has been maintained. The work also includes installing two (2) HVAC units on dunnage, a skylight and vents, replacing the metal access hatch, and rebuilding masonry chimneys at the rooftop; removing two (2) two-over-two double-hung windows and installing new two-over-two double-hung metal windows with a black finish and replacing deteriorated masonry sills with new masonry sills to match existing at the rear facade; pointing deteriorated masonry joints at the rear façade; repairing the wood cornice as required and replacing the top of the cornice with new wood to match the existing profile painted black at the primary street façade; replacing the masonry walk ways and curbs at the front yard and the masonry patio, retaining walls and curbs at the rear yard as required with new masonry at existing locations; removing the existing cellar access hatch and stairwell and excavating a portion of the front yard and installing a new metal hatch and concrete stairwell adjacent to the primary street façade; and interior alterations at the cellar, basement, 1st and 2nd floors. With regard to this additional work, staff finds, in accordance with the provisions set forth in Title 63 of the Rules of the City of New York, Section 2-19, that the rooftop addition will consist solely of mechanical equipment; that its installation will not result in damage to, or demolition of a significant architectural feature of the roof; that it will be minimally visible from a public thoroughfare; and that it will not adversely affect significant architectural features of adjacent improvements. Staff also finds, in accordance with Section 3-04, that the new windows at the secondary façades will match the historic windows in terms of configuration and finish. Finally, staff finds that the new mortar will match the historic mortar in strength, color, texture, and tooling; that the work at the front and rear yards will not result in damage to or loss of any significant historic fabric; and that the work will not detract from the special architectural or historic character of the building or district. Based on this and the above findings, the drawings are marked approved with a perforated seal, and Certificate of Appropriateness 08-0978 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
