| Text | Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of July 10, 2007, following the Meeting of July 10, 2007, voted to grant a Certificate of Appropriateness for the proposed work at the subject premises, as put forth in your application completed June 14, 2007. The proposal, as approved, consists of the removal and storage of the retractable awning above the modern storefront, to the right of the main entrance to upper floors; the demolition of the existing storefront, in place at the time of designation; the installation of a new painted wood and glass storefront, a recessed entrance and side panel, two pairs of operable painted and paneled wood and glass doors, transom panels, and signage painted on the transoms; and the re-installation of the salvaged retractable awnings, to be installed at a lower level, closer to the lintel, as shown drawings A-1 through A-5, all dated June 15, 2007, including existing and proposed elevations of the building and storefront, floor plans, and sections, existing condition photographs of the storefront, building, and streetscape, and a paint sample of the proposed color, a bright yellow, Sherwin Williams "Bee", SW 6683, all prepared and submitted as components of the application by SWA Architects.. In reviewing this proposal, the Commission noted that the designation report describes 2020 Broadway as a neo-Renaissance style flats building designed by Ware and Styne-Harde and built in 1895-96; and that the building's style, scale, materials, and details are among the features that contribute to the special architectural and historic character of the Upper West Side/Central Park West Historic District. The Commission also noted that all of the storefronts were replaced prior to designation; and that Certificate of Appropriateness 00-4712 was issued on February 14, 2000, for the installation of a new storefront to the right of the main entrance. With regard to this proposal, the Commission found that that removing the existing modern storefront infill will not any eliminate historic fabric, and will allow for a careful examination of the underlying façade to determine if any historic stone cladding remains in place; that the new storefront infill will fit neatly within the existing historic pier and lintel, thereby preserving the historic fabric and maintaining the scale and rhythm of the ground floor and the streetscape; that the proposed storefront infill consisting of operable doors will reflect the commercial character of this section of Broadway; that the configuration of the storefront, featuring wood framed doors with paneled bases, and its painted finish, will recall the proportions and finishes of historic storefronts found on buildings of this age and type in this historic district; that the existing relocated awning is in keeping with historic retractable awnings in terms of its size straight slope, open sides, and unframed skirt; that the signage painted on the transom is well scaled for the size of the storefront; and that the proposed work will not diminish the special architectural and historic character of the building, the street, or the historic district. Based on these findings, the Commission determined the proposed work to be appropriate to the building and to the Upper West Side/Central Park West Historic District, and voted to approve it. However, in voting to grant this approval, the Commission made its determination subject to the following conditions: that the applicant select a paint color closer to the palette of the building's masonry; and that two sets of signed and sealed Department of Building filing drawings showing the approved design be submitted to the Commission for review. On July 18, 2007, the Commission received drawings A-1 through A-5, all dated June 15, 2007, prepared and submitted by SWA Architects. On July 23, 2007, staff received a paint sample of the proposed color "Tatami Tan", SW 6116. Staff has reviewed these materials and finds that the proposal approved by the Commission has been maintained. Based on this and the above findings, these drawings are being marked approved with a perforated seal, and Certificate of Appropriateness 08-1791 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently displayed at the site while work is in progress. Please direct inquiries to John Graham. Robert B.
