| Text | ISSUED TO: Vaughn Tredwell 152 West 11th Street New York, NY 10011 Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of May 8, 2007, following the Public Hearing of the same date, voted to approve a proposal to construct a rear yard addition at the subject premises, as put forward in your application completed on April 12, 2007, and as you were notified in Status Update Letter 07-8309, issued on July 3, 2007. The work, as approved, consists of work at the non-visible rear elevation, including the removal of four (4) existing casement windows and one bay's width of masonry along the eastern side of the façade, the removal of the corresponding section of the roof, and the construction of a steel and glass enclosed staircase with a skylight and operable hopper windows; the removal of a set of wood and glass double-doors and a casement window at the basement level, the combining of the masonry opening, and the installation of three (3) sets of wood and glass casement windows; the removal if two (2) existing casement windows at the first floor, the lengthening of the masonry opening, and the installation of two (2) new wood and glass double-doors that open out onto a new balcony; the removal of two (2) existing wood casement windows at the second floor, and their replacement with new wood casement windows (four lights per leaf) to match the existing; the removal of three sets of wood casement windows at the third floor, the lengthening of the masonry opening, and the installation of a new set of multi-light wood and glass double doors with sidelights which open out onto a new steel balcony; and work at the roof, including the installation of three new A/C unit at the section of the roof pitched towards the rear elevation. The approved work was shown on presentation boards consisting of, drawings, renderings and photographs, labeled A0.0, A2.1 through A2.6, A4.1 through A4.4, A5.1, and A10.1, dated 1/31/07, prepared by Derek Sanders, and presented at the Public Hearing. In reviewing this proposal, the Commission notes 152 West 11th Street a Greek Revival style house built in 1836 and altered in the 20th Century; and that the building's style, scale, materials, and details contribute to the special architectural and historic character of the building or the Greenwich Village Historic District. With regard to this proposal, the Commission found that the proposed alterations at the rear facade will not be visible from any public thoroughfare; that the addition is modest in size and will not change the scale of the building as an individual rowhouse; that the skylight element of the proposed rear addition has a sloped profile which references the existing historic roofline; that the proposed rear addition and enlarged window openings feature a multi-light window configuration which harmonizes with the existing multi-light fenestration; that the proposed addition will not significantly reduce the size of the rear yard; that the lengthening of the masonry openings will not significantly reduce the proportion of glass to masonry at the rear facade; and that the work will not detract from the significant architectural or historic character of the Greenwich Village Historic District. Based on these findings, the Commission determined the proposed work to be appropriate to the building and to the historic district, and voted to approve it. The Commission authorized the issuance of a Certificate of Appropriateness upon receipt, review and approval of two sets of signed and sealed Department of Building filing drawings showing the approved design. Subsequently, on July 27, 2007, the Landmarks Preservation Commission received final architectural drawings A0.0, A0.1, A1.1 through A1.4, A2.1, A2.2, A2.3 and A5.1, dated 1/13/07; and A4.1, A4.2, A4.3, A4.3a, A4.4, A4.5 dated "DIC.2006"; all prepared by Walter Radtke, R.A.; and final mechanical drawings labeled P-1through P-4, Sp-1, SP-2, SP-3, and M-1 through M-5, dated 2/12/07, prepared by Gaetano D'Antonio, P.E. Accordingly, staff reviewed the drawings and found that the proposal approved by the Commission has been maintained, with the addition of window replacement at the primary façade. The proposed additional work includes the removal of all seven (7) of the existing wood casement windows, and installation of seven (7) new wood casement windows with insulated glass, painted black to match the existing; and the removal of three (3) sets of small wood casement windows just below the roofline at the third floor, and their replacement with three (3) sets of new wood casement windows with insulated glass, painted black to match the existing. In regard to the proposed additional work, the Commission finds, in accordance with RCNY Title 63, Section 3-04(c)(2), that the new windows on the primary façade will match the historic windows in terms of configuration, operation, details, material, and finish. Based on these and the above findings, the drawings have been marked approved with a perforated seal, and Certificate of Appropriateness 08-0939 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
