| Text | ISSUED TO: Henry Buhl, President SoHo Heritage Condominium 114 Green Street 4th Floor New York, NY 10012 Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of May 8, 2007, following the Public Hearing of May 8, 2007, voted to grant a Certificate of Appropriateness for the proposed work at the subject premises, as put forth in your application completed April 12, 2007. The proposal, as approved, consists of the construction of various additions on the roofs of two adjacent buildings, 114 Greene Street and 102 Prince Street, including, on 114 Greene Street, the construction of a new elevator bulkhead, a stair bulkhead extension to the previously constructed stair bulkhead, a new deck and fence, and a painted iron handrail on the secondary north facade, instead of the previously approved brick parapet extension, and the removal of the approved and constructed skylight curb, and, on 102 Prince Street, construction of a pyramid-shaped skylight, similar to the previously approved design, and deletion of a pipe-handrail at the north facade, all as shown in photographs and drawings L1 through L11, all stamped "Received Preservation Department 5/8/07", all prepared and submitted as components of the application by Gluckman Mayner Architects, and also drawings approved pursuant to Landmarks Preservation Commission Certificate of Appropriateness 91-0005. In reviewing this proposal, the Commission noted that the SoHo-Cast Iron Historic District designation report describes 114 Greene Street as a Classical style store building, designed by Henry Fernbach and built in 1882; that the designation report describes 102 Prince Street as an Italianate style store building designed by Henry Fernbach and built in 1882; and that the style, materials, scale, and detailing of these buildings are among the features which define the architectural and historic character of these buildings and the SoHo-Cast Iron Historic District. The Commission also noted that Certificate of Appropriateness 91-0005 was issued on July 3, 1990 approving the construction of various rooftop additions; and that parts of the approved work have been completed, including the construction of the stair bulkhead, the roof curb for a retractable pyramid-skylight, and the framework for the west-facing skylight on 114 Greene Street, and the roof curb for the retractable pyramid-skylight on 102 Prince Street. With regard to this proposal, the Commission found that that the proposed elevator bulkhead will be constructed on the east side of the approved and constructed stair bulkhead in a position where it will be well integrated with the approved construction, and only minimally visible from the street; that the stair bulkhead extension will be detailed to match the existing stair bulkhead, helping to unify the rooftop additions; that the modified bulkhead will resemble historic stair and elevator bulkheads seen on many buildings of this age and type in this historic district; that only a small portion of the fence adjacent to the deck will be minimally visible from the street; that retaining the historic brick parapet wall at 102 Prince Street will conceal more of the approved pyramidal skylight than the metal pipe handrail approved in 1990; and that for these reasons these changes are consistent with the previous approval. Based on these findings, the Commission determined the proposed work to be appropriate to these buildings and to the SoHo-Cast Iron Historic District, and voted to approve it. However, in voting to grant this approval, the Commission made its determination subject to the condition that two sets of signed and sealed Department of Building filing drawings showing the approved design be submitted to the Commission for review. On May 24, 2007, the Commission received the requested drawings, including A000 (the cover sheet), A001, A050S, A051S, A052S, A100S, A101S, A102S, A110S, A300, A400, A402, and A901, showing the approved work for 114 Greene Street, and A000, A001, A050N, A051N, A052N, A100N, A101N, A102N, A110N, A111N, A300, A301, A400 to A402, and A901, for 102 Prince Street, all dated May 22, 2007: and S1 through S5, for both buildings, all dated January15, 2007, all prepared and submitted by Gluckman Mayner Architects. Staff notes that these drawings include some interior work on the sixth floor of this apartment which will not be visible from the street. Staff has reviewed these materials and finds that the proposal approved by the Commission has been maintained; and that the interior work will have no effect upon the significant protected features of the buildings. Based on this and the above findings, these drawings are being marked approved with a perforated seal, and Certificate of Appropriateness 07-9009 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
