Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of May 8, 2007, following the Public Hearing of the April 24, 2007, voted to approve a proposal for work at the subject premises, as put forward in your application completed March 29, 2007, and as you were informed in the Status Update Letter issued on May 8, 2007 (SUL 07-8265, LPC 07-1030). This approval will expire May 8, 2013. The proposed work, as approved, consists of installing a new, straight-run stoop, constructed of cast concrete to match the color, texture, and rusticated blocks of the building façade; replacing the non-historic window at the parlor floor with new paired, wood entrance doors; combining and expanding the widow openings at the basement level and installing a new wood and glass storefront with a 21-inch tall sign and two light fixtures above; installing a new security camera at the side of the stoop; installing a new platform lift at the side of the new stoop and painted brown to match the color of the stoop; installing new steps and metal railing at the areaway; and replacing in-kind the existing flat, wood one-over-one, double-hung windows at the corners of the second floor bay; as shown in drawings 1 through 7 dated April 18, 2007, existing condition photographs, and historic photographs, submitted as components of the application, and presented at the Public Meeting and Public Hearing. In reviewing this proposal, the Commission noted that the Mount Morris Park Historic District Designation Report describes 193 Lenox Avenue as a Romanesque Revival style rowhouse built in 1887-88; and that in terms of its style, scale, materials, and details, it contributes to the special architectural and historic character for which the Mount Morris Park Historic District was designated. The Commission further noted that the original stoop was removed prior to designation. With regard to this proposal, the Commission found that the construction of the proposed stoop will return a significant historic feature to the building; that, although the building historically had a box stoop, historic straight stoops exist on this block and in this district, therefore, the straight stoop will harmonize well with the streetscape; that the proposed stoop will be constructed of cast concrete to match the color, texture, and rusticated blocks found on the building; that the installation of the proposed entrance doors and at the parlor floor will return the original configuration to the building façade; that historically the building featured a storefront at the basement level, therefore, there is historic precedent at this building for alterations to accommodate a commercial use, and the proposed storefront will be in keeping with that precedent and with the commercial character of Lenox Avenue; that the enlargement of the masonry openings at the basement to accommodate the storefront will allow the windows to align with the windows at the parlor floor, thereby maintaining the fenestration pattern of the façade; that the storefront infill will be in keeping with the configuration, material and finish of storefront historically found in this district; that the lighting and flat panel sign are in keeping with the scale of the building and will not call undue attention to themselves; that the platform lift will be painted to match the adjacent masonry and will be kept in a folded position at the base of the stairs when not in use, and thereby provide barrier-free access while not detracting from the historic character of the building; that the new metal railings will be in keeping with the style and finish of metal railing historic found in this district; that the installation of the proposed flat sash windows at the corners of the second floor window bay rather than the original curved windows, will match the material, operation, and details of the historic windows at the building and will not detract from the overall historic character of the window bay or building; and that the work will not detract from the special character of the Mount Morris Park Historic District. Based on these findings, the Commission determined the proposed work to be appropriate to the building and the historic district, and voted to approve this application. However, in voting to grant this approval, the Commission stipulated that a set of unmounted copies of the presentation drawings and two final signed and sealed copies of the Department of Buildings filing drawings for the approved work be submitted to the staff of the Commission for review and approval. Subsequently, on May 18, 2007 the Landmarks Preservation Commission received final undated drawings 1 through 8 prepared by Asif Jamil, R.A. Accordingly, staff reviewed the drawings and found that the proposal approved by the Commission has been maintained. Based on this and the above findings, the drawings are marked approved with a perforated seal, and Certificate of Appropriateness #07-9889 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently displayed at the site while work is in progress. Please direct inquiries to Joshua Speakman.
