Certificates of Appropriateness (COFAs) are issued by the landmarks commission when it approves such things as building construction, demolition and visible additions to historic property. The certificates require a public hearing and the entire process can take several months.

Docket 07-4738
Historic district N/A
Landmark name STARRETT-LEHIGH BUILDING
Expiration date January 9, 2013
Text Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of January 9, 2007, following the Public Hearing of the same date, voted to
grant a Certificate of Appropriateness for work at the subject premises, as put forward in your application
completed on December 14, 2006; and as you were informed in Status Update Letter 07-4952 (LPC 07-0633)
issued on January 9, 2007.

The proposal, as approved, includes the installation of a metal marquee featuring satin finish stainless steel and
glazed panels at the main entrance on the West 26th Street elevation. The proposal was shown on presentation
boards consisting of current condition photographs, material samples, and section, elevation, and detail drawings,
dated December 14, 2006, prepared by Ludwig Michael Goldsmith Architects; all presented at the Public Hearing
and Public Meeting.

In reviewing this proposal, the Commission noted that the designation report for this individual landmark
describes 601 West 26th Street, the Starrett-Lehigh building, as an International Style warehouse building built in
1930-31, and designed by Russell G. and Walter M. Cory with Yasuo Matsui. The Commission further noted
that Certificate of Appropriateness 88-0047 was issued on December 16, 1987, for ground floor alterations;
Certificate of Appropriateness 99-5510 was issued on May 7, 1999, for infilling three loading bays along West
26th Street to create a new entrance, featuring two-story, fluted limestone pilasters, stainless steel revolving doors
and brushed chrome windows above a concrete bulkhead at the first floor level, and multi-light steel windows at
the mezzanine level; the removal of circa 1950 cladding and the restoration of the historic entrance to the east of
the proposed entrance; and the installation of lighting at the new entrance; Certificate of Appropriateness 00-0723
was issued on January 12, 2000, for the establishment of a Master Plan governing the installation of rooftop
cooling towers and the installation of behind-the-sash, HVAC window louvers at the third through nineteenth
floors throughout the building; and Certificate of Appropriateness 00-4063 was issued on January 13, 2000, for
the installation of louvers at all four elevations at the ground floor level.

With regard to this proposal, the Commission found that the canopy will be attached at a recently installed,
Commission approved, entrance, and that the work will not damage or obscure any historic fabric; that given the
large scale of this warehouse building, the presence of this modestly scaled canopy will not call undue attention
to itself; that the simple details and form of the proposed canopy will echo the building's curved corners and will
be harmonious with the building's facade; that the horizontal bands echo the horizontality of the ribbon windows,
and therefore relate well to the building's character-defining features; that the brushed stainless steel cladding and
clear-finish galvanized steel tie-backs are in keeping with metals found at this altered entrance; that the glass at
the top of the canopy will create a sense of lightness at this altered portion of the facade; and that the light fixtures
will be recessed and well-integrated with the canopy design. Based on these findings, and the Commission
determined the work to be appropriate to the individual landmark, and voted to approve it.

The Commission authorized the issuance of a Certificate of Appropriateness upon receipt, review, and approval
of two sets of Department of Buildings filing drawings.

Subsequently, on May 29, 2007, the Landmarks Preservation Commission received drawings A-0 and A-1, dated
March 21, 2007, prepared by Ludwig m. Goldsmith, R.A.; and drawing S-1, dated January 30, 2007, prepared by
John A. Baranello, Jr., P.E. The Commission reviewed the drawings and found that the proposal approved by the
Commission has been maintained. Based on this and the above findings, Certificate of Appropriateness 07-9533
is being issued.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
displayed at the site while work is in progress. Please direct inquiries to Jacqueline Peu-Duvallon.
