Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of June 12, 2007 following the Public Meeting and Public Hearing of May 8,
2007, voted to approve replacing the rear yard fence, parapet railing at the rear ell, and installing a curb cut at the
subject premises, as put forward in your application completed June 12, 2007. This approval will expire June 12,
2013.

The proposed work, as approved, consists of removing the wooden rear yard fence; and constructing a 6-foot tall
wooden fence with two gates, painted red (Mooreguard "Cottage Red"); removing the wooden fence at the rear
ell extension; constructing a masonry parapet with a pre-cast coping stone at the rear ell, and installing a 2-foot
tall steel picket fence at the coping stone; removing the wood decking at the rear ell, and installing new stone
pavers; modifying one (1) window opening to accommodate paired wood and glass doors; modifying the
bluestone sidewalk and curb to accommodate a new curb cut; as shown in the presentation boards, showing
existing condition photographs, the tax photo, existing and proposed elevations, sections, and site plan of the
proposed rear yard fencing and curb cut, a rendering, labeled 09, 09A, 09B, dated issued April 18, 2007, and 01,
03, 04, 05, 06, 10A, and 10B, dated issued April 22, 2007; and presentation boards, showing existing and
proposed elevations, a plot plan, a site plan, floor plans, and sections, labeled 00A, 00B, 01, 02, 03, 05, 06, 07,
and 08, dated May 21, 2007; an email dated June 20, 2007, prepared by David Burke; and drawings labeled 00A,
00B, 01, 02, 03, 05, 06, 07, and 08, dated issued May 21, 2007, prepared by David Patrick Burke, R.A.,
submitted as components of the application, and presented at the Public Meeting and Public Hearing. The
proposal, as initially presented to the Commission, consisted of removing the historic wrought iron areaway
fence, and installing a new steel picket fence; removing the wooden rear yard fence, and installing a new 6-foot
steel picket fence; and removing the wooden fence at the rear ell, and installing a 42-inch steel picket fence.

In reviewing this proposal, the Commission noted that the Brooklyn Heights Historic District designation report
describes 2 Willow Place as a Gothic Revival style rowhouse built in 1847; and that in terms of its style, scale,
materials, and details, it contributes to the special architectural and historic character of the Brooklyn Heights
Historic District.

With regard to this proposal, the Commission found that the removal of the wood fence at the rear yard and at the
roof of the ell will not cause the removal of significant features from the building or district; that the proposed
wooden fence at the rear yard is consistent with the garden-like character rear yards in the Brooklyn Heights
Historic District; that the height of the wooden fence will not overwhelm or detract from the adjacent buildings;
that the proposed finish of the wooden fence will be harmonious with other finishes in the streetscape; that the
proposed steel picket fence at the rear ell is simple in design, and in keeping with the existing areaway fence; that
reusing the existing bluestone paving will maintain a consistent sidewalk in the district; that the proposed curb cut
is smaller in width than the existing curb cut; that the proposed curb has precedent at this location; that the new
door will be installed in an existing opening or an existing opening that is to be enlarged in height or width, and
such enlargement does not alter or destroy protected features; or it is to be installed in existing window opening
that is to be reduced in height or width; and that it does not replace "special" windows as defined in the Rules of
the City of New York, Title 63, Section 3-01, and illustrated in Appendix A; and that proposed work will not
diminish the special historic and architectural character of the building or the Brooklyn Heights Historic District.
Based on these findings, the Commission determined the proposed work to be appropriate to the building and the
historic district, and voted to approve it.

PLEASE NOTE: This permit is issued contingent upon the Commission's review and approval of test samples of
the new brick and mortar prior to the commencement of the work; and the understanding that the work will take
place when the exterior temperature remains a constant 45 degrees F or above for a 72-hour period from the
commencement of the work. Please contact Lisbeth Schwab at the Landmarks Preservation Commission when
samples are completed for a site inspection.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
