Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of April 24, 2007, following the Public Hearing, the Landmarks Preservation Commission voted to grant a Certificate of Appropriateness for the proposed work at the subject premises, as put forth in your application completed on March 29, 2007. The proposed work, as approved, consists of removing the existing modern metal and glass storefront infill and signage; installing new storefront infill consisting of a clear anodized finish steel in framing system and dark gray painted metal bulkhead; installing 12 inch high individual non-illuminated plastic letters "HELIO", located at the first floor spandrel beam; rebuilding the three sets of steps at the entries, featuring black painted diamond plate risers and treads; repainting the historic cast iron ground floor gray to match the existing color; and associated interior demolition and construction of non-bearing partitions and finishes. The work was shown in photo boards, drawings and material samples on ten presentation boards, dated received April 24, 2007, prepared by Helio New York, and submitted as components of the application, and presented at the Public Hearing and Public Meeting. In reviewing the proposal, the Commission noted that the NoHo Historic District designation report describes 622 Broadway, aka 156-158 Crosby Street as a neo-Grec style store and loft building built in 1880-1882; and that the building's style, scale and materials are among the features that cause it to contribute to the special architectural and historic character of the NoHo Historic District. With regard to this proposal, the Commission found that the removal of the modern storefront infill and exterior signage will eliminate modern alterations which detract from the special historic and architectural character of the building; that the configuration of the proposed storefront, consisting of a central entrance, display windows and bulkheads, is in keeping with storefronts historically found on building and in this district; that the proposed metal storefront infill, with a factory applied finish, will be consistent with the finishes found historically on other storefronts in this historic district; that the proposed signage will be well-scaled to the storefront and will not cause damage to any significant features of the building; and that the retention and reconstruction of the existing steps with diamond plate will help preserve this historic feature found only at the northern bays of the building, due to a grade change at the sidewalk. Based on these findings, the Commission determined that the work is appropriate to the building and to the historic district, and voted to approve it. However, in voting to grant this approval, the Commission made its determination subject to the stipulation that two sets of final signed and sealed drawings, showing the approved work, which are to be filed at the Department of Buildings, be submitted to the staff of the Commission for review and approval. Subsequently, on May 7, 2007, the staff of the Commission received drawings labeled A01.01, A02.01, A04.01, A09.00, A09.01, A09.02, A09.03 and A09.05, dated September 8, 2006; last revised May 6, 2007, prepared by Joshua David Katz, R.A. The Commission reviewed the submitted drawing and found that proposal approved by the Commission has been maintained. Therefore, the drawings are being marked approved by the Commission with a perforated seal, and this Certificate of Appropriateness is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
