| Text | ISSUED TO: Brad Thurman Herald Hotel Associates 1260 Broadway New York, NY 10001 Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of November 21, 2006, following the Public Hearing of the same date, voted to approve a proposal to alter the ground floor and first floor of the West 33rd Street facade, with modifications, as put forward in your application completed on October 26, 2006; and as you were notified of in Status Update Letter 07-4955 (LPC 06-4134), issued on December 8, 2006. The proposal, as approved, consists of alterations at the West 33rd Street facade, including removing the existing non-historic aluminum cladding and signage; installing new rusticated cast stone cladding at the piers, new cast stone surrounds at the glazed openings, and a new cast stone projecting molding above the first floor windows; installing new wood and glass storefront infill and display windows at each of the five bays, painted black, and featuring paneled bulkheads; installing fixed awnings with unframed skirts at each bay, clad with water-repellant canvas in "Royal Blue" by Sunbrella; installing applied signage at each bay on the ground floor ("Martinique Cafe" and "Gift USA"); installing applied signage at the second eastern-most bay at the first floor ("Martinique Cafe"); installing white painted louvers in the first floor masonry opening at the western-most bay; and installing a pair of new metal doors painted black at the western-most by on the ground floor. The proposal, as originally presented, called for installing unpainted storefront infill and window frames; striped awnings; and clear-finished anodized aluminum louvers. The proposal was shown on presentation boards consisting of current condition photographs; historic photographs; a site plan; and drawings A.1 through A.15, dated September 2005, prepared by Skordas Design Studio; all presented at the Public Hearing and Public Meeting. In reviewing this proposal, the Commission noted that the designation report describes 1260 Broadway, the Hotel Martinique, as a French Renaissance style hotel designed by Henry J. Hardenbergh, and built in three phases in 1897-1898, 1901-1903, and 1909-1911. The Commission further noted Warning Letter 04-0802 was issued May 20, 2004, for "Replacement of bulkhead at ground floor corner bay (Washington Mutual) without permit(s)"; Warning Letter 04-0805 was issued May 20, 2004, for "Installation of marquee, signage ("Kum Gang San") and bracket sign with conduit at easternmost West 32nd Street shopfront without permit(s)"; Warning Letter 07-0126 was issued September 28, 2006, for "Installation of storefront cladding at West 33rd Street facade without permit(s)"; Warning Letter 07-0127 was issued September 28, 2006, for "Installation of signage ("Gift U.S.A.) at West 33rd Street facade without permit(s)"; and Warning Letter 07-0128 was issued on September 28, 2006, for "Installation of signage ("Blimpies") at West 33rd Street facade without permit(s)". With regard to this proposal, the Commission found that the proposed work will not result in the removal of significant historic fabric; that the proposed cast stone cladding will relate harmoniously to the building's materials, and restore a relationship between the base and upper floors; that the West 33rd Street façade is not visible in conjunction with the West 32nd Street and Broadway facades, and therefore will not detract from the prominent corner façade; that the proposed awnings are well scaled to the facade and will not call attention away from the façade; that the shape, size, and canvas fabric will recall historic awnings featured on hotel buildings of this period; that the configuration of the storefront infill will create consistency and will therefore enhance the base of the building; that the painted finish of the wood storefront infill will recall the painted finishes historically found on buildings of this age, style, and type. Based on these findings, the Commission determined the proposed work to be appropriate to the individual landmark, and voted to approve it. However, the Commission made its determination subject to the stipulation that the proposed awnings have a solid color and loose skirt; that the proposed storefront infill have a painted finish; and that the proposed louvers have a painted beige finish to match the masonry; and that two sets of final Department of Buildings filing drawings showing the approved work be submitted to the Commission for review and approval. Subsequently, on April 25, 2007, the Landmarks Preservation Commission received drawings A.15 and A.15a, dated received April 25, 2007, prepared by Thomas Peter Domanico, R.A.. The Commission reviewed the drawing and found that the change requested by the Commission has been incorporated into the proposal; and that the proposal approved by the Commission has been maintained. Based on this and the above findings, Certificate of Appropriateness 07-8595 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
