| Text | ISSUED TO: Warren Leshen Crale Realty LLC 451 Broadway New York, NY 10013 Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of March 20, 2007, following the Public Hearing of the same date, voted to approve a proposal for storefront alterations at the Broadway and Mercer Street facades of the subject premises, with modifications, as put forward in your application completed on February 22, 2007. This approval will expire on March 20, 2013, as you were notified of in Status Update Letter 07-6920 (LPC 07-5594), issued on March 20, 2007. The proposal, as approved, consists of storefront changes on both the Broadway and Mercer Street facades, including, on Broadway, removing the existing non-historic aluminum cladding, roll down gates, and signage; retaining and restoring the existing cast iron paneled spandrel at the ground floor storefront; retaining and restoring the existing cast iron pilasters at the second floor; installing three pairs of fixed windows with transoms above the second floor, all painted grey; installing new modern aluminum storefront infill with grey painted finish at the ground floor of the Broadway facade, featuring fixed transoms, butt-jointed display windows, double leaf aluminum and glass doors, paneled bulkheads, 2 foot high up-lit aluminum signage ("CB2") mounted at the spandrel above the entrance, silk-screened signage on the display glass ("CB2"), and silk-screened numbers at the entrance transom ("453"); and installing new grey painted double leaf aluminum and glass doors at the south building entrance, featuring a transom with silk-screened numbers ("451"); and at the Mercer Street facade, removing existing roll-down gates, a fixed metal panel, dock bumpers, and non-historic masonry infill and one window at the northernmost four (4) bays; installing two (2) display windows with white-painted aluminum framing and metal paneled bulkheads at two (2) bays (Bay A and Bay D); installing a white painted single leaf aluminum and glass door with transom at one bay (Bay C); installing metal elevator doors and a flush-mounted louver at one bay (Bay B); installing up-lit metal signage ("CB2") at the two (2) bays featuring display glass; installing silk-screened signage on the display glass ("CB2"); installing a metal painted bracket sign ("CB2") above the entrance door (Bay C); and replacing the second floor double hung metal windows in-kind, and installing frosted glass at two (2) of the windows. The proposal, as originally presented, called for installing signage at each of the four (4) storefront bays on the Mercer Street facade. The proposal was shown on presentation boards consisting of current condition photographs; historic photographs; a site plan; and unlabeled elevation, section, and details drawings dated February 15, 2007, prepared by Kathryn Quinn Architects; all presented at the Public Hearing and Public Meeting. In reviewing this proposal, the Commission noted that the designation report describes 451 Broadway, aka 28-30 Mercer Street, as a store and loft building designed by J.B. Snook and built in 1869; and that the building's style, scale, materials and details are among the features that contribute to the special architectural and historic character of the Soho-Cast Iron Historic District. The Commission further noted that the storefront on Broadway, and the loading bays on Mercer, were altered prior to designation. With regard to this proposal, the Commission found that the work at the Broadway façade will maintain and restore the historic fabric at the second story spandrel and display windows and transoms, and at the first floor transom windows; that the work at the first floor Broadway façade will be harmonious and well integrated with the remaining historic fabric; that the metal framing, ornamental metal panels at the bulkheads, and grey color of the proposed first floor storefront infill on the Broadway façade are in keeping with the storefront infill found within the district; that the work at the Mercer Street façade will regularize the rhythm of openings in these four bays; that metal framing, infill panels, ornamental metal panels at the bulkheads, and white color of the proposed first floor bays on the Mercer Street façade are in keeping with the infill found within the district; that the new one-over-one double hung windows at the second floor on the Mercer Street façade will match the existing; that the louver at the transom and one double hung window at the Mercer Street façade is in keeping with louvers and glazed openings found within the district; that the signage, consisting of externally-illuminated standing metal letters above the Broadway entrance, externally-illuminated metal letters centered above two openings on Mercer Street, and one metal bracket sign within the entrance bay on the Mercer Street façade, is in keeping with the scale of the building and relates to the historic signage traditionally found within the Soho-Cast Iron Historic District; and that the cumulative amount of signage will not call undo attention to itself; and that the work will enhance the special architectural and historic character of the building and the Soho-Cast Iron Historic District. Based on these findings, the Commission determined the proposed work to be appropriate to the building and the historic district, and voted to approve it. However, the Commission made its determination subject to the stipulation that the amount of signage at the Mercer Street facade be reduced by installing signage on only two (2) of the bays; and that two sets of final Department of Buildings filing drawings showing the approved work be submitted to the Commission for review and approval. Subsequently, on April 6, 2007, the Landmarks Preservation Commission received drawings A0.3, A0.4, A2.5, A4.0, A6.0, A7.0, A7.1, A7.2, and A8.1, dated March 28, 2007, prepared by Kathryn J. Quinn, R.A.; and drawings S0.0 and S1.0, dated March 28, 2007, prepared by Philip D. Murray, P.E. The Commission reviewed the drawing and found that the change requested by the Commission has been incorporated into the proposal; and that the proposal approved by the Commission has been maintained. Based on this and the above findings, Certificate of Appropriateness 07-8031 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or PAGE 2 Issued: 4/26/07 DOCKET: 07-6680 civil penalties, including imprisonment and fines.
