Docket 07-6889
Historic district Greenwich Village
Landmark name N/A
Expiration date February 27, 2013
Text
Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of February 27, 2007 following the Public Hearing of the same date, voted to
approve a proposal for work at the subject premises, as put forward in your application completed on February 1,
2007, and as you were informed in the Status Update Letter issued on February 28, 2007 (SUL 07-6347, LPC
07-2627). This approval will expire on February 27, 2013

The proposed work, as approved, consists of removing the existing storefront infill, installed without Landmarks
Preservation Commission permits, returning the storefront opening to its historic height, installing new infill
within the heightened opening, consisting of granite bulkheads and aluminum display windows, door, and
back-painted glass transoms with wood trim, uncovering and repairing the historic cast iron piers, creating a new
wood sign band between the storefront opening and second floor windows, and painting all the infill, sign band,
and cast iron piers black. The work was shown drawings LPC-1 through LPC-5, submitted as components of the
application and presented at the Public Meeting and Public Hearing. The proposal as initially presented to the
Commission featured uncovering only the center cast iron pier and leaving the piers at the sides of the building in
place beneath the existing stucco.

In reviewing this proposal, the Commission noted that the Greenwich Village Historic District Designation
Report describes 387 6th Avenue as a house built in 1826 and altered in the neo-Grec style in 1878; and that in
terms of its style, scale, materials, and details, it contributes to the special architectural and historic character for
which the Greenwich Village Historic District was designated. The Commission further notes that Warning Letter
99-0425 was issued on January 22, 1999 for "Installation of storefront without permit(s)."

With regard to this proposal, the Commission found that the removal of the existing storefront will eliminate a
condition that detracts from the historic character of the building and district; that the proposed storefront will
return to the plane of the street wall; that the configuration of the proposed storefront, consisting of a central
entrance, display windows, transoms, and bulkheads, is in keeping with storefront historically found on this
building and in this district; that the material consisting of black painted metal storefront framing is harmonious
with the material of the building façade; that the signage will be in keeping with the scale of the building and with
the historic placement of signs historically found in this district; and that the work will not detract from the
special character of the Greenwich Village Historic District. Based on these findings, the Commission
determined the proposed work to be appropriate to the building and the historic district, and voted to approve the
proposal with modifications.

However, the Commission made its determination subject to the stipulation that probes are conducted to
determine if the historic cast iron piers remained beneath the existing stucco surface; and that two signed and
sealed copies of the Department of Buildings drawings for the approved work be submitted to the staff of the
Commission for review and approval.

Subsequently, on April 9, 2007, the Landmarks Preservation Commission received final drawings CV, BD, A1,
A2, A3, and A4 dated issued April 4, 2007 and prepared by Andrew Thompson, R.A. The Commission reviewed
the drawings and visited the site to view the probe and found that the cast iron piers are in place beneath the
stucco surface and will be uncovered and repaired; and that the proposal approved by the Commission has been
maintained. Based on this and the above findings, the drawings have been marked approved with a perforated
seal and Certificate of Appropriateness 07-7657 is being issued.

Please note that Warning Letter 99-0425 remains in force against the property. Failure to address this violation
will result in the issuance of a second Notice of Violation originating from the Environmental Control Board in
accordance with Title 63 of the Rules of the City of New York, Section 7-02(c). This NOV would require a court
appearance, and a civil penalty may be imposed and cannot be cured.

Once the corrective work has been performed, please submit photographs, with close-up shots of the completed
work, and a letter from the building owner requesting a Notice of Compliance to the staff of the Commission.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
displayed at the site while work is in progress. Please direct inquiries to Joshua Speakman.
