| Text | ISSUED TO: Lisa O' Kelly Ciaran O' Kelly 74 Bank Street New York, NY 10012 Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of August 8, 2006, following the Public Hearing and Public Meeting of June 20, 2006, voted to grant a Certificate of Appropriateness for the proposed work at the subject premises, as put forward in your application completed May 25, 2006, and as you were informed in Status Update Letter 07-1136 (LPC 06-5432), issued August 8, 2006. The proposed work, as approved, consists of the replacement of existing tar and bituminous roofing membranes and the slate roof concealed beneath them with new roofing, featuring lead-coated copper and skylights; constructing a rear rooftop extension, featuring louvered doors; raising an existing chimney; replacing wood cladding with brick cladding at the existing rear ell; enlarging a window opening at the rear ell and replacing the existing six-over-six, double-hung window with a larger six-over-six, double-hung window; raising the height and installing a railing at the roof of the ell; enlarging a window opening at the rear facade by lowering the sill of a second floor window opening and replacing the window with a door and transom; removing an existing wood balcony; enlarging and combining existing window openings at the first floor and basement by replacing the existing windows and the surrounding brickwork with a metal and glass curtain wall infill; constructing a cellar level storage/mechanical room below the rear yard, with an at-grade rear yard escape hatch; and temporarily excavating the rear yard to facilitate the construction of the below-grade storage/mechanical room. The work, as initially presented, featured a larger below-grade storage/mechanical room; the installation of rooftop condensing units; and the installation of rear facade rooftop extension doors with glass, instead of louvers. The work was shown on presentation boards, labeled T-0, A0.12, and S-5, dated revised May 19, 2006; A-0.0 and A3.1, dated revised March 29, 2006; A0.5, dated revised March 31, 2006; A0.9 and A0.10, dated revised February 17, 2006; A0.11, dated revised May 18, 2006; A0.13, A1.1, A1.2, A1.4, A3.2, and A4.1, dated revised May 10, 2006; A4.0, dated revised February 20, 2006; T-0, A0.0, A0.5, A0.13, A1.1, A1.2, A1.4, A3.2, and A4.1, dated revised July 21, 2006; and 05R918.2, dated January 10, 2006, consisting of drawings, photographs, and finish samples, all prepared by Leroy Street Studio and presented at the Public Hearing and Public Meetings. In reviewing this proposal, the Commission noted that the Greenwich Village Historic District Designation Report describes 74 Bank Street as a Greek Revival style town house, built in 1842; and that the building's style, scale, materials and details are among the features that contribute to the special architectural and historic character of the historic district. With regard to this proposal, the Commission found that the historic slate roofing, which has been concealed by multiple layers of tar and bituminous roofing membranes, is deteriorated to a point precluding repair; that the replacement lead-coated copper roofing, with integrated skylights, is consistent with other lead-coated copper roofs found on historic rowhouse buildings located elsewhere in this historic district; that the replacement roofing, new skylights, and chimney extension will not be visible from any public thoroughfare, so that these alterations will not adversely affect the building, the row, or the historic district; that the proposed rear rooftop extension recalls the historic studio windows on dormers, often found in this historic district, which were a traditional way of providing headroom within attic spaces, and that this work will not obliterate the historic character of the sloped roof; that the new roof profile at the rear of the building will retain the scale and character of an individual rowhouse; that the proposed work at the rear elevation will not be visible from any public thoroughfare; that removing the wood cladding from the rear ell, raising the height of the ell, and re-cladding the ell in brick to match the size, color, and bonding pattern of the historic condition, will allow this element to better harmonize with the brick cladding at the rear elevation of the main building; that the proposed metal and glass infill of the first floor of the rear elevation will be inserted within the brick piers of the lot line walls, thereby preserving the historic masonry enframement at the rear of the building; that because the proposed large window opening will be limited to the basement and first floor, the alterations to the rear facade will not involve the removal of an excessive amount of historic fabric and will retain the scale and character of this rowhouse; and that the proposed below grade excavation at the rear yard will not alter the existing surface grade of the rear yard and will not decrease the green space at the center of the block. Based on these findings, the Commission determined the work to be appropriate to the building and the historic district and voted to approve the application. The Commission authorized the issuance of a Certificate of Appropriateness upon receipt, review and approval of two sets of signed and sealed Department of Building filing drawings showing the approved design. Subsequently, on December 11, 2007, February 8, 2007, March 19, 2007, and March 23, 2007, the Commission received written specifications; a sight-line drawing, dated March 14, 2007; HVAC equipment illustrations, labeled L1 and L2 by the Commission staff; final filing drawing T-0, dated revised December 4, 2006; drawings T-1, D1.1, D1.2, D1.3, D1.4, A1.0, and A4.0, dated revised October 23, 2006; drawings A1.1 and A7.0, dated revised November 21, 2006; drawing A1.2, dated revised November 9, 2006; drawing A3.2, dated February 14, 2007; drawings A1.3, A1.4, A3.1, A4.1, and A4.2, dated revised March 14, 2007 and prepared by Marc Turkel, RA; drawings S1, S2, S3, S4, and S6, dated revised March 5, 2007; drawings S1.1, S5, S7 and S8, dated October 25, 2006 and prepared by Andrew Burt Renfroe, PE; drawings P-1, P-2, P-3, P-4, P-5, P-6, P-7, P-8, and P-9, dated revised December 5, 2006; and drawings M-1, M-2, M-3, M-4, M-5, and M-6, dated revised February 9, 2007 and prepared by Laszlo Bodak, PE. Accordingly, staff reviewed these materials and noted that they include additional work, consisting of modifications to the rear rooftop extension, including widening the footprint and lowering the parapet height; replacing an existing door at the side of the first floor level of the ell with a window; installing rooftop HVAC equipment, including two condensing units at the roof of the extension; installing a rear yard vent and rear facade gutters and leaders; and modifying the size and placement of the proposed skylights. With regard to this work, staff found that the moderate widened of the addition will not alter the character of the addition or its reference to the form of studio windows found throughout the district; that the proposed rooftop condensing units will be smaller than the initially proposed units; that the alterations to the rear extension, roof and rear ell will not be visible from any public thoroughfares; and that the work will not alter any significant historic fabric. Based on these and the above findings, the drawings have been marked approved with a perforated seal, and Certificate of Appropriateness 07-7067 is being issued. PAGE 2 Issued: 3/26/07 DOCKET: 07-3657 Please note that as the approved work consists of subsurface work, the applicant is required to strictly adhere to the Department of Buildings' TPPN 10/88 governing in-ground construction adjacent to historic buildings. It is the applicant's obligation at the time of applying for their DOB permit to inform DOB that the TPPN applies. Please also note that this permit is being issued in conjunction with Certificate of No Effect 07-7066 (LPC 07-6510), issued March 26, 2007 for the replacement of windows and installing shutters at the front facade and interior alterations. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
