Text Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of September 12, 2006, following the Public Hearing of the same date, voted
to grant a Certificate of Appropriateness for the proposed work at the subject premises, as put forward in your
application completed August 17, 2006, and as you were informed in Status Update Letter 07-2003 (LPC
07-0034), issued September 28, 2006.

The proposed work, as approved, consists of demolishing an existing one-story building at 181-183 Pacific
Street; constructing a three-story building, with a rooftop bulkhead; and replacing garage doors at 185-187
Pacific Street. The work was shown on presentation boards, labeled A.01 through A.20, dated revised June 30,
2006, prepared by NV Architects, and consisting of drawings, photographs, and material samples, all presented at
the Public Hearing and Public Meeting.

In reviewing this proposal, the Commission noted that the Cobble Hill Historic District Designation Report
describes 181-183 Pacific Street as a one-story garage, built in 1941 by Edwin Kleinert, and 185-187 Pacific
Street as a three-story factory with a garage, built in 1919 by L. Allen Ebling and H. Magnusun; and that the
style, scale, materials and details of 185-187 Pacific Street are among the features that contribute to the special
architectural and historic character of the historic district; while 181-183 Pacific Street has no significant
architectural features. The Commission also noted that Warning Letter 07-0263 was issued December 27, 2006
against 185-187 Pacific Street for the "replacement of doors without permit(s)."

With regard to this proposal, the Commission found that the demolition of the one-story garage building will not
diminish the special architectural and historic character of the historic district; that the height, simple massing and
facade materials of the street wall facade of the proposed building will be compatible with the buildings within
the Pacific Street streetscape; that the plane of the street wall facade will align with the facades of the adjacent
properties, thereby reinforcing the street wall, a significant, consistent feature of the Cobble Hill Historic District;
that the scale of the masonry openings, decorative brickwork elements and use of a stepped parapet as a
termination of the building will be in keeping with garage buildings throughout this historic district, thereby
helping to integrate the building into the streetscape, which features a mix of building types, including several
garages; that the finishes and patterns of brickwork will be similar, but not identical, to the brickwork at the
adjoining garage building, thereby reflecting a connection between these buildings to be internally linked without
obscuring their separate identities; that the set back third floor and bulkhead will be simple in design, visible only
from limited vantage points at a distance, and seen only in the content of streetscapes which already feature large
bulkheads, thereby maintaining a subordinate role within the streetscape; and that the proportions, details and
finishes of the proposed doors at the three-story building will be well related to the historic center doors and
harmonize with the facade. Based on these findings, the Commission determined the work to be appropriate to
the building and the historic district and voted to approve the application.

The Commission notes that the applicant is applying to the Board of Standards and Appeals for certain variances.
Any changes to the design required by the Board of Standards and Appeals approval must be submitted to the
Landmarks Preservation Commission for review and approval prior to the issuance of the final approval letter.

PLEASE NOTE: This permit is issued contingent upon the Commission's review and approval of the final
Department of Building filing set of drawings. No work can begin until the final drawings have been marked
approved by the Landmarks Preservation Commission with a perforated seal. Please submit these drawings to the
Landmarks Preservation Commission staff when they become available.

Please also note that Warning Letter 07-0263 remains in effect until work approved under this permit has been
completed and inspected for compliance; and that THIS PERMIT CONTAINS A COMPLIANCE DATE OF
SEPTEMBER 14, 2007. Failure to complete the corrective work by the Compliance Date may result in the
issuance of Notices of Violation (NOV) originating from the Environmental Control Board in accordance with
Title 63 of the Rules of the City of New York, Section 7-02 (c).

Additionally, as the approved work consists of subsurface work, the applicant is required to strictly adhere to the
Department of Buildings TPPN 10/88 governing in-ground construction adjacent to historic buildings. It is the
applicant's obligation at the time of applying for their permit to inform the Department of Buildings that the
TPPN applies.

This permit is being issued in conjunction with Permit for Minor Work 07-6754 (LPC 07-3293), issued March
14, 2007, for restorative work at the facades and roof of 185-187 Pacific Street and the sidewalks in front of
181-183 and 185-187 Pacific Street.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
