Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of February 27, 2007 following the Public Hearing of the same date, voted to
approve a proposal to install new storefronts; as put forth in your application completed on February 1, 2007.

The proposal, as approved, consists of the removal of modern storefront infill and lobby entrance door; the
removal of existing metal cladding to expose cast iron columns; the installation of new beige painted wood
storefront infill between the cast iron columns; 8" high vinyl letters adhered to the glass in the transom; painting
the cast iron columns a cream color to match the color of the painted cast iron facade; installing a new wood and
glass lobby door; and interior alterations, including the demolition and construction of non bearing partitions at
the cellar, first floor and mezzanine; as shown in photographs and drawings labeled P.011 through P/013, D1.11,
A1.11, A7.11and A7.12, dated February 20, 2007, prepared by Michael Zenreich, R.A.

In reviewing this proposal, the Commission noted that the Ladies Mile Historic District designation report
describes 14 West 23rd Street as a building built in 1857 and altered in the late 19th century Commercial style in
1892 by George H. Budlong; and that the building's style, scale, materials and details are among the features that
contribute to the special architectural and historic character of the Ladies Mile Historic District. The Commission
further notes that Notice of Violation 99-0505 was issued September 12, 2002, for the "replacement of 2nd floor
windows without permit(s);" that Commission Denial 04-6488 (LPC 04-1687) was issued April 20, 2004 denying
the modification of five fixed aluminum windows with operable hoppers, installed at the second floor of the West
23rd Street elevation without Landmark Preservation Commission permit(s); that Permit for Minor Work 06-1119
(LPC 05-7519) issued August 11, 2005 approving the removal of five, non-historic aluminum windows and
transoms and the installation of five new, single-pane wood windows with multi light transoms; and that
Commission Denial 06-7612 (LPC 06-5563) issued denying the legalization of the installation of windows in
non-compliance with Permit for Minor Work 06-1119.
With regard to this proposal, the Commission found that the installation of storefront infill will not involve the
removal of any historic building fabric on the ground floor; that the design of the storefront is simple and well
proportioned, and will not diminish this significant design of this historic building; that the new wood and glass
infill featuring large windows, transoms and bulkheads, will harmonize with the historic building; that the design
maintains transparency at the base of the building which is a distinctive feature of the ground floors of the
commercial buildings within the historic district; that the configuration of the storefront relates well to the
configuration of historic storefronts found in buildings of this style, age and type; and the effect of the proposed
storefront will be to enhance the special architecture and historic character of the building and the Ladies' Mile
Historic District. Based on these findings, the Commission determined the proposed work to be appropriate to the
Ladies' Mile Historic District and voted to approve it.

However, in voting to approve this proposal, the Commission requires that two complete sets of signed and sealed
Department of Buildings filing drawings be submitted for review and approval by the staff of the Commission.
Subsequently, on March 5, 2007, the staff received drawings labeled P.011 through P/013, D1.11, A1.11,
A7.11and A7.12, dated February 20, 2007, prepared by Michael Zenreich, R.A. Accordingly, the staff reviewed
these drawings and determined that the proposal approved by the Commission has been maintained. Based on this
and the above findings, the drawings have been marked approved by the Landmarks Preservation Commission
with a perforated seal, and this Certificate of Appropriateness is being issued.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
