| Text | Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of November 21, 2006, following the Public Hearing, voted to grant a Certificate of Appropriateness for the proposed work at the subject premises, as put forth in your application completed on October 26, 2006. This permit will expire on November 21, 2012. The work, as approved, consists of removing the existing metal and glass storefront infill, stucco and concrete knee wall infill, exterior roll down security gates and housing, and signage at the ground floor; and installing metal storefront infill with a anodized bronze/gold finish, featuring clear butt joint glass display windows and glass transom; granite knee wall infill to match to existing material; and the installation of louvers set in behind the framing of the transoms of the two southernmost bays on Beekman Street. This work was shown in photo boards, drawings and material samples, and photo montages, on eight presentation boards prepared by Whidden Silver Inc., and submitted as components of the application, and presented at the Public Hearing and Public Meeting. In reviewing the application, the Commission noted that 140 Nassau Street, also known as the Morse Building Individual Landmark, is a Gothic and neo-Grec style building, designed by Benjamin Silliman Jr. and James M. Farnsworth, built 1880; with additions designed by William P. Bannister and Richard M. Schell and built in 1900-1902. The Commission finally noted that the ground floor was altered in 1965. With regard to this proposal, the Commission found that the removal of the modern storefront infill, exterior signage and louvers will eliminate modern alterations which detract from the special historic and architectural character of the building; that the design of the proposed metal storefront infill, with a factory applied finish, is based on the framing details of the window infill of the 1940's reconfiguration of the base of the building; that the design of the ground floor infill will allow for the repair and restoration of the ground floor piers, and large display window openings, thereby returning a more uniform appearance to the building base; that the proposed signage, featuring display vitrines within the storefront bays on the Beeckman Street facade, will be well-scaled to the façade, blend with other forms of commercial signage located at the base of the building, and will be in keeping with the commercial character of the building; and that the virtines and displays within the vitrines, set back four feet from the face of the glass will have a depth and design that will recall the transparency of the original storefront. Based on these findings, the Commission determined that the work is appropriate to the building, and voted to approve this application. However, in voting to grant this approval, the Commission made its determination subject to the stipulation that the granite base infill panels not be painted, that no awnings be installed at the storefront bays, and that two sets of final signed and sealed drawings, showing the approved work, which are to be filed at the Department of Buildings, be submitted to the staff of the Commission for review and approval. Subsequently, on February 9, 2007, the staff of the Commission received drawings A00.10, A00.03, A01.01, A03.01, A05.01, A09.11, A11.00, A12.01, dated February 27, 2006; last revised February 5, 2007, prepared by Robert Arthur King, R.A. and E-1, E-2, M-1, M-2, SP-1, Sp-2, and S-1, dated February 27, 2006; last revised March 23, 2006, prepared by Kenneth A. Mackenzie, P.E. and S-1, dated February 24, 2006, prepared by Angelos Georgopoulis, P.E. The Commission staff noted that the drawings included the removal of approved of two non-illuminated plaques located at the corner pier. Accordingly, staff reviewed the drawings and found that the proposal approved by the Commission has been maintained, and that the revised scope of work is in keeping with the intent of the original approval. Therefore, these drawings are being marked approved by the Commission with a perforated seal, and this Certificate of Appropriateness is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
