| Text | Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of August 14, 2007, following the Public Hearing of the same date, voted to approve a proposal for work at the subject premises, as put forward in your application completed July 19, 2007, and as you were informed in the Status Update Letter issued on August 14, 2007 (SUL 08-1891, LPC 07-2294). This approval will expire August 14, 2013. The proposed work, as approved, consists of constructing a one-story rooftop addition, set back from the north and east façades; creating a new masonry opening at the first floor of the rear façade and installing metal and glass windows and door; and constructing a new brick chimney atop the east façade; as shown in drawings B100, B100a, B104, B111, B112, B113, B114, and B121 all prepared by John Hatheway, R.A., existing conditions photographs, a site plan, and a mock-up inspected by staff, all submitted as components of the application, and presented at the Public Meeting and Public Hearing. In reviewing this proposal, the Commission noted that 8 Hunts Lane is a two-story vernacular style carriage house built in the early 20th Century; and that in terms of its style, scale, materials, and details, it contributes to the special architectural and historic character for which the Brooklyn Heights Historic District was designated. With regard to this proposal, the Commission found that the construction of the proposed addition will not result in the removal of any significant building features; that the proposed addition will not be visible over the building's primary facade or from the west along Hunts Lane; that the proposed addition will only be minimally visible when viewed from an oblique angle from the east; that the proposed addition will only be minimally visible at the rear through a small gap between two buildings directly behind it, on Joralemon Street; that the proposed addition will only be seen against taller buildings beyond, and thus will not call attention to itself; that the materials of the addition will be harmonious with those of the carriage house; that the modest scale of the proposed addition will not alter or detract from the character of the carriage house; that the new masonry opening at the rear facade will not be visible from any public thoroughfare and will not result in damage to, or removal of any significant historic material; that the proposed chimney will be constructed of brick to match the existing building and will be in keeping with historic chimneys found in this district; and that the work will not detract from the special character of the Brooklyn Heights Historic District. Based on these findings, the Commission determined the proposed work to be appropriate to the building and the historic district, and voted to approve this application. However, in voting to grant this approval, the Commission stipulated that a set of unmounted copies of the presentation drawings and two final signed and sealed copies of the Department of Buildings filing drawings for the approved work be submitted to the staff of the Commission for review and approval. Subsequently, on November 13, 2007, the Landmarks Preservation Commission received final drawings B100, B100a, B100b, B101, B102, B111, B112, B201, B211, B212, and B213 dated issued November 13, 2007 and prepared by John Hatheway, R.A., and drawings S100 through S104 dated December 20, 2007 and prepared by Dominick Pilla, P.E. Staff reviewed the drawings and found that the work also includes installing a metal railings on the inboard side of the roof parapets; creating a new window opening at the basement level of the east façade; creating three new window opening and a new door opening at the basement level of the non-visible rear façade; removing an existing door at the rear facade, raising the sill with brick to match the surrounding, and installing a new window in the shortened opening; and interior alterations. Accordingly, staff reviewed the drawings and found, in accordance with the provisions set forth in Title 63 of the Rules of the City of New York, Section 2-19, that the rooftop railings will consist solely of mechanical equipment; that their installation will not result in damage to, or demolition of a significant architectural feature of the roof; that they will be minimally visible from a public thoroughfare; and that they will not adversely affect significant architectural features of adjacent improvements; in accordance with Section 2-15, that the new window opening at the secondary east façade will be minimally visible and window and door openings at the rear façade will not be visible from any public thoroughfare; and that they will not alter or destroy other protected features nor detract from such protected features by their proximity; that the removal of the existing door at the rear will not result in damage to or loss of any significant historic fabric and that the new brick fill will match the surrounding brick in terms of size, color, texture, and coursing; and that the proposal approved by the Commission has been maintained. Based on this and the above findings, the drawings are marked approved with a perforated seal, and Certificate of Appropriateness 08-5634 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
