| Text | Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of September 18, 2007, following the Public Hearing and Public Meeting of July 24, 2007, voted to approve a proposal to construct a rooftop bulkhead and install a rooftop air conditioning unit, as put forward in your application completed June 28, 2007. The approval will expire September 18, 2013. The work, as approved, consists of the installation of a new copper-clad bulkhead and a 42" railing at the roof, the relocation of an existing rooftop A/C unit, and the installation of one (1) new rooftop A/C unit. The proposal as initially presented to the Commission, consisted of a copper-clad bulkhead with a larger (1' at the rear) footprint, and a different A/C configuration plan that involved relocation of existing units, and the addition of two new A/C units. The approved work was shown on presentation boards consisting of photographs, photo-montages, and drawings labeled A-1, A-2, and A-3 (labeled by staff), prepared by nArchitects, PLLC, and presented at the Public Hearing and Public Meetings. In reviewing this application, the Commission noted that the Park Slope Historic District designation report describes 570 1st Street as a neo-Italian Renaissance style rowhouse designed by Eisenla & Carlson and built in 1910; and that the building's style, scale, materials, and details contribute to the special architectural and historic character of the historic district. With regard to this proposal, the Commission found that the proposed work will not cause damage to, or eliminate, any significant architectural features of the building; that the proposed bulkhead will be set back from the front facade and will only be minimally visible at an angle from 1st Street; that the bulkhead will be minimally visible from 2nd Street looking through a 100 deep yard and in the context of other rooftop bulkheads and the new building under construction on the adjacent site; that the proposed bulkhead will be clad in a specially treated copper, that will maintain a dull finish, allowing the bulkhead to blend into the neutral-toned utilitarian bulkheads of the roofscape; that the proposed railing will not be visible from any public thoroughfare; and that the additional air conditioning unit at the roof will not increase the existing visibility of mechanical equipment from 2nd Street. Based on these findings, the Commission determined that the proposed alterations are appropriate to the building, and the Park Slope Historic District, and voted to approve this application. The Commission authorized the issuance of a Certificate of Appropriateness upon receipt, review and approval of two sets of signed and sealed Department of Building filing drawings showing the approved design. Subsequently, on October 10, 2007, the Landmarks Preservation Commission received final architectural drawings labeled A-0.001, A-2.01, A-2.02 (dated 1/31/07); A-0.000, A-1.00, A1.01, A-1.02, A2.03 (dated 5/14/07); A-3.00 (dated 8/27/07); A-1.03 (dated 9/18/07); all prepared by Mimi Hoang, R.A.; plumbing and mechanical drawings labeled P-1 (dated 1/30/07), and M-1 through M-4 (10/03/07), prepared by Gaetano D'Antonio, P.E.; and structural drawings labeled S-1.00, S1.01, S-1.02, and S-2.00, dated 9/29/06, and prepared by Nathaniel Oppenheimer, P.E.. Accordingly, staff reviewed the drawings and found that the proposal included additional work, including the removal of the brick parapet at the roof of the existing second story extension, and the installation of a new 42" metal and glass railing. With regard to this work, the Commission finds, that installation of the new railing will not result in damage to, or demolition of, any significant architectural features of the building; and that the new railing will not be visible from any public thoroughfare. Additionally, staff also finds that the design approved by the Commission has been maintained. Based on this and the above findings, the drawings have been marked approved with a perforated seal, and Certificate of Appropriateness 07-6333 is being issued. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
