Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of October 23, 2007, following the Public Hearing of the same date, the
Landmarks Preservation Commission voted to approve a proposal to construct a rooftop addition, enlarge a rear
window opening, and install casement windows in a dormer at the subject premises, as put forward in your
application completed on September 27, 2007. The approval will expire on October 23, 2013.

The proposed work, as approved, consists of the construction of a shed dormer at the rear slope of the roof,
featuring asphalt shingles, clapboard siding, and four pair of four-light casement windows; combining two
window openings at the ground floor of the rear façade featuring a concrete sill and an arched brick lintel; the
installation of three single-pane fixed windows above three smaller awning windows within the opening,;
modification of two window openings at the basement level of the rear façade to accommodate the installation of
three awning windows; and installing paired casement windows within the front dormer; as shown in catalogue
cut sheets, paint samples, and drawings labeled A0.0, A;1.0, A;1.1, A;2.0, A:2.1, A:3.0, A:3.1, and A:5.0 through
A:5.4, dated November 7, 2007, prepared by Rodman W. Paul, R.A.; and submitted as components of the
application, and presented at the Public Hearing and Public Meeting.

In reviewing this proposal, the Commission notes that the Greenwich Village Historic District designation report
describes 17 Commerce Street as a Federal style house built in 1830; and that the building's style, scale, and
materials are among the features which contribute to the special historical and architectural character of the
Greenwich Village Historic District.

With regard to this proposal, the Commission found that the installation of the dormer at the rear of the roof will
not cause damage to, or the removal of any significant historic material; that the proposed shed dormer will not be
visible from any public thoroughfare; that the dormer will not encompass the entire width of the roof, and the
historic roof pitch will be maintained at either side; that rear shed dormers of this size, scale and detailing are in
keeping with historic alterations to a buildings of this age and style; that the new rear window opening will be
created by the enlargement of existing window openings; that the enlargement of the window opening will not
alter or destroy protected features; that the new rear windows will not replace "special windows;" that the
installation of paired multi-pane casement windows in the dormer at the front façade will be in keeping with the
historic treatment of dormers in the neighborhood as can be seen in c. 1940s tax photos; and that for these
reasons, the construction of the proposed shed dormer, enlargement of the rear window openings, and
replacement of the front dormer window is in keeping with the building, the streetscape, and the Greenwich
Village Historic District. The work, therefore, is approved.

However, in voting to grant this approval, the Commission stipulated that a set of unmounted copies of the
presentation drawings and two final signed and sealed copies of the Department of Buildings filing drawings for
the approved work be submitted to the staff of the Commission for review and approval.

Subsequently, on November 16, 2007, the Landmarks Preservation Commission received final drawings labeled
A0.0, A:1.0, A;1.1, A;2.0, A:2.1, A:3.0, A:3.1, and A:5.0 through A:5.4, dated November 7, 2007, prepared by
Rodman W. Paul, R.A. Accordingly, staff reviewed the drawings and found that the proposal has been amended
to include relocating a window at the second story of the rear elevation and installing brick infill; removing a
window just below the roofline at the rear elevation and installing brick infill; installation of new painted wood
trim at the rear façade roofline; replacement of six-over-six double-hung wood windows at the front and rear
facades; replacement of the concrete and brick basement stair at the rear yard with a bluestone and brick stair
bounded by a concrete wall faced with brick and capped with bluestone copings; installation of a new bluestone
step leading to the existing rear yard addition; replacing a bubble skylight at the front façade with an operable flat
skylight; replacing louvered shutters at the front façade, the new shutters to have a black painted finish; removing
heart-shaped ornament from the existing window security grilles at the basement level of the front façade,
painting and repairing ironwork; interior alterations at the basement through third floors, including demolition
and construction of interior partitions, electrical work, mechanical systems, plumbing, and finishes. The
Commission reviewed the drawings and found, in accordance with the Rules of the City of New York, Title 63,
Section 3-04(d)(2), that the rear window is to be installed in an existing window opening that is to be enlarged in
width, and such enlargement does not alter or destroy protected features, and the window does not replace
"special" windows as defined in the definitions and illustrated in Appendix A; that the window to be removed is a
modern alteration; that the new brick infill will match the historic brick in terms of color, texture, size, and
coursing; in accordance with the Rules of the City of New York, Title 63, Section 3-04(c)(2)(i), that the new
windows will match the historic windows in terms of configuration, operation, details, material, and finish; that
the new stairs at the rear yard will not be visible from any public thoroughfare, and will be composed of materials
harmonious with those of the building; that the new skylight will be less obtrusive to the pitched roofline than the
existing skylight; that the new shutters will be in keeping with what would have historically been found on the
building in terms of size, configuration, details, material, and finish; that the removal of heart-shaped ornament
from the window security grilles will not result in the loss of a significant architectural feature; and that the
proposal approved by the Commission has been maintained. Based on this and the above findings, the drawings
are marked approved with a perforated seal, and Certificate of Appropriateness 08-5322 is being issued.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
