Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation
Commission, at the Public Meeting of September 25, 2007, following the Public Hearing of the same date, voted
to grant a Certificate of Appropriateness for work at the subject premises, as put forward in your application
completed on August 30, 2007.

The proposal, as approved, includes the installation of a painted wall mural at the first floor of the Vanderbilt
Avenue elevation for a period of two years from the date of its installation. The work also includes approving the
installation of a flat-painted circular sign ("Tillie's 248") at the entrance. The proposal was shown on presentation
boards consisting of a historic district map, current condition photographs, and renderings of the mural, dated
received September 19, 2007, prepared by Tillie's of Brooklyn; and all presented at the Public Hearing and Public
Meeting.

In reviewing this proposal, the Commission noted that the designation report for the Fort Greene Historic District
describes 248 Dekalb Avenue aka 264-270 Vanderbilt Avenue as an Italianate style rowhouse built circa 1868;
and that the building's style, scale, materials and details are among the features that contribute to the special
architectural and historic character of the Fort Greene Historic District.

With regard to this proposal, the Commission found that the brick masonry is already painted; that the work is
easily reversible, and therefore will not permanently alter the facade; that the mural will be modest in size, and
will not overwhelm the facade; and that the mural will be located at the corner of a commercial thoroughfare, near
the edge of the district, which will lessen its impact on the visual integrity of the Fort Greene Historic District;
and that the sign is well-scaled to the storefront; and that the placement of the sign relates to the entrance of the
storefront. Based on these findings the Commission determined the work to be appropriate to the building and
the historic district, and voted to approve this application.
Please notify staff when the artwork is to be installed to document the dates of its installation and its anticipated
removal. Please note that if the installation is to exceed 2 years, it will be necessary to file an application for an
extension on this permit, 60 days before its expiration.

This permit is issued on the basis of the building and site conditions described in the application and disclosed
during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual
building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves
the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building
or site conditions are materially different from those described in the application or disclosed during the review
process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of
approval. The work is limited to what is contained in the perforated documents. Other work or amendments to
this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or
maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or
civil penalties, including imprisonment and fines. This letter constitutes the permit; a copy must be prominently
